The ATV Account Allocation Committee was formed, along with the All-terrain Vehicle Account, by the Legislature in 1985 to help develop state-wide OHV recreational opportunities. A portion of Oregon’s gas tax, as well as a portion of ATV operating permit sales, is set aside into the ATV Account for funding grant projects.
The amount of gas tax money set aside for OHV use is determined by an Oregon State University study about the fuel habits of OHV owners. The latest survey, completed in 2003, showed:
Class I (quads) 106.93 gallons
Class II (SUVs, sandrails, dunebuggies) 191.07 gallons
Class III (dirt bikes) 93.85 gallons
Expenditures
The ATV Account Allocation Committee consists of seven voting members, four non-voting members and advises OPRD on spending from the ATV account. Voting members serve four-year terms and are two representatives for each OHV class and one member-at-large. The non-voting members represent the U.S. Forest Service, the U.S. Bureau of Land Management, OPRD, and a snowmobile user organization.
