Submitting Section 106 and ORS 358.653 Documentation for Above-Ground Resources

Section 106 and ORS 358.653 documentation for above-ground resources (buildings and structures) may be submitted by mail to the following address:

Paper submissions for above-ground resources (buildings and structures) must include the following to be reviewed:
  1. A completed Oregon SHPO Clearance Form with accompanying photos, maps, and drawings. Additional documentation may be appended as needed. See the Oregon SHPO Clearance form for more complete instructions.
  2. A map that indicates where the project will take place. The map should include several blocks surrounding the project area with the street names and project location marked. An appropriately cropped portion of a digital USGS Topographical map is preferred.
  3. If needed, you may be contacted and asked to provide the Township, Section, and Range where the project will take place.


 
Those with projects involving ground-disturbing activities should contact Oregon Archaeological Services at (503) 986-0675 before submitting any documentation. Further information can be found at http://www.oregonheritage.org/OPRD/HCD/ARCH/index.shtml . Ground-disturbing activities include, but are not limited to, digging footings, foundations, trenches; paving sidewalks and parking lots; and driving heavy machinery on non-paved surfaces.
 
NOTE: Any project financed wholly or in part by the Oregon Department of Transportation or Federal Highway Administration should contact that agency for appropriate compliance forms and submit documentation through their ODOT or Federal Highway Administration contact person.
 
EMAIL SUBMISSION GUIDELINES
As a service to our customers, the Oregon SHPO offers the convenience of email submission for certain types Section 106 and ORS 358.653 documentation  for ABOVE-GROUND RESOURCES ONLY.
 
The following projects may not be submitted by email
and must be submitted by mail:
  • Any project involving ground-disturbing activities. Please contact Archaeological Services for further information at (503) 986-0675. General information can be found at: http://www.oregonheritage.org/OPRD/HCD/ARCH/index.shtml
  • Any project financed wholly or in part by the Oregon Department of Transportation or Federal Highway Administration.
  • Any project that utilizes an extracted database from the Oregon Historic Sites Database.
  • Any project already assigned a reviewer or already in review. For a project in process please contact your reviewer directly.
 
The Oregon SHPO’s ability to offer this service requires that
all email submissions meet the following technical guidelines:
  1. The submission must address a single contiguous project site. Send a separate email for each individual project.
  2. The email must have the full property address for the project in the subject line.
  3. The applicant’s full physical address, phone number, and email address, if different from the contact person, must be included in the body of the email.
  4. The submission must consist of a completed and attached Oregon SHPO Clearance Form with accompanying photos, maps, and drawings ALL formatted into a single word processing document or PDF.  (Please note, the Oregon SHPO does not offer technical support for email submission. If you have problems formatting your document, please submit your Clearance Form by mail.)
  5. The entire submission, including the single attachment and email, must not exceed 15mb (megabytes) and may not be longer than 15 single-sided pages total.
  6. A map that indicates where the project will take place. The map should include several blocks surrounding the project area with the street names and project location marked. An appropriately cropped portion of a digital USGS Topographical map is preferred.
  7. If needed, you may be contacted and asked to provide the Township, Section, and Range where the project will take place.
 
SUBMISSIONS NOT MEETING THESE GUIDELINES
WILL BE RETURNED UNREVIEWED.
 
SHPO review can take up to the full 30 days allowed by federal law. Applicants may ask for an "Expedited Review" by indicating the reasons for such a request and the preferred deadline date they would like a response in their email to the office. While SHPO can not guarantee that applications will be returned before the 30 day deadline, the applicant's time constraints will be taken into consideration, and every effort will be made to accommodate such a request.

For all email submissions:
  • Please do not copy other SHPO staff on email submissions. Your reviewer will be assigned.
  • All applicants will receive an automated reply outlining the Oregon SHPO’s review procedure.
  • Submissions sent by email will be sent email responses once the project has been reviewed. Those requiring a paper concurrence form/letter should submit all required materials by mail.
