  • There is one (1) permanent, full-time position with Oregon Parks and Recreation Department, in the Central Coast District office located at Jessie M Honeyman Memorial State Park in Florence, Oregon. 
  • This is a Management Service position that exercises supervisory authority over assigned staff.
  • This recruitment will be used to establish a list of qualified people to fill the current vacancy.

Please be aware that due to the economic downturn and subsequent state budget short-fall the Governor has ordered mandatory furloughs for management and executive service employees.  As a MMS employee this position will be required to take furloughs in the next biennium, 2009-2011.
 
PRIMARY POSITION DUTIES 
 
The primary purpose of this position is to provide management oversight and supervision through subordinate Park Ranger Supervisors, Park Manager 1s and 2s of the maintenance, operations, development and rehabilitation in the Central Coast State Park District; a geographic district composed of two or three of the smaller and less complex state park management units within OPRD.
 
The Central Coast State Park District consists of two Management Units composed of 3,299 acres in Lane County.  There are 422 campsites and 206 picnic sites, which receive approximately 2.6 million day visits and 190,200 camper nights annually. The annual revenue from the unit is approximately $ 1.2 million. The biennial maintenance and operation budget is approximately $ 2.6 million.There are 13 full-time positions and 24 seasonal positions.  In addition, approximately 36,000 volunteer hours ( 17.3 FTE) are donated each year.
 
The Central Coast State Park District has a total of 93,505.33 Maintenance Management Plan (MMP) hours. MMP hours are a nationally recognized standard of performance in the parks and recreation industry. As such, MMP hours serve not only as an index of the size of any sub-unit in a parks department, but also as a measure of its complexity. The MMP hours, combined with other park operational elements, determine the level of operational and management complexity, resulting in the classification level for OPRD Park Managers and Park District Managers. Operational elements can include but are not limited to: sophisticated facilities and complex infrastructure development; a high number of properties, FTEs and positions; a great amount of budget, revenue, day use and overnight visitation; a presence of Threatened and Endangered plant and animal species, and above- and below- ground resources listed on the National Register of Historic Places; a presence of OPRD co-operating associations, intergovernmental or other agreements; or a combination thereof.
 
Planning and Leadership
  • Provide leadership to implement agency strategic and long-range goals and objectives at the district level.
  • Participate in the preparation of the agency’s operational benchmarks, goals, objectives, policies and plans and align district goals and objectives with these.
  • Be the Responsible Manager by providing high level direction, supervision and leadership for agency programs and projects within the district and by being accountable for overall success including control of expenditures and ensuring timely delivery of projects.
  • Insure that the agency vision is practically implemented through subordinate, mid-level managers at the management unit level.
  • Convert plans to actions by setting short-term objectives and priorities; scheduling and sequencing activities; and establishing effectiveness and efficiency standards and guidelines.
  • Participate in or take leadership of agency-wide studies or analyses to improve the overall management of the department or to streamline procedures and promote operational efficiencies.
  • Develop and oversee the Facility Investment Program for the district including overall responsibility for seeing projects to completion in a quality manner.
Administering Financial and Material Resources  
  • Obtain and allocate the financial and material resources necessary to support program and policy implementation within the district.
  • Prepare, justify, and administer district biennial budgets to achieve district goals and objectives.
  • Oversee district logistical operations and adjust management unit biennial budgets, FTE and position levels and project priorities to achieve district goals and objectives and to stay within biennial budget allocation.
  • Assure the availability of adequate supplies, equipment, and facilities to meet district goals and objectives.
  • Oversee district business practices and make sure that state government and agency policies and procedures for revenue collection, procurement, contracting, financial accounting, and related reporting are followed in each of the management units.
  • Promote the use of technology and procedural efficiencies within the district to keep costs down, support long-term stability, and achieve high performance.
  • Set-up allocations, establish priorities and projects, develop spreadsheets for tracking budget line items such as ODOT rest area funds, Marine Board MAP funds, trust and business accounts, park housing funds, concession funds, natural resource funds, and any special project funds.
Utilizing Human Resources and Supervising Employees  
  • Assure that people are appropriately employed, effectively and efficiently utilized, and dealt with in a fair and equitable manner.
  • Project the number and types of staff needed in the district and use various personnel management system components (e.g., recruitment, selection, promotion, performance appraisal) to achieve agency goals and objectives in consultation with the Region Manager.
  • Perform supervisory duties including: interviewing, selecting and hiring new subordinate managers; providing or arranging for training of subordinate managers; evaluating performance; making determinations regarding performance measures and management issues; approving or denying recommendations from subordinate managers on personnel actions.
  • Delegate work to be done to subordinate managers and administrative personnel; review work to insure that performance standards are met.
  • Encourage appropriate actions, training and development of programs within the district to assure that employees have the necessary knowledge, skills and abilities to perform at a level of excellence and promote as vacancies occur.
  • Demonstrate knowledge of and support for the agency’s Affirmative Action and Equal Employment Opportunity goals, standards, and procedures.
  • Foster diversity in the workplace by actively seeking qualified AA/EEO candidates during recruitment and by encouraging park managers within the district to do the same.
  • Promote a workplace free from safety hazards and ensure that employees adhere to and comply with environmental, health and safety laws, rules, regulations, and agency cornerstone principles.
  • Ensure that employees are properly trained in safety awareness and procedures and that they are afforded the opportunity to express environmental, health and safety concerns with the reassurance that such concerns will be addressed fairly and without retaliation.
  • Provide day-to-day guidance and oversight of subordinates (e.g., work assignments, consultation, and accountability) and actively support, promote and recognize high performance.
Resource Stewardship  
  • Advocate and interpret agency values related to natural, cultural, historic, archaeological, and scenic recreation resources and uses to a variety of internal and external stakeholders.
  • Identify areas of risk to park visitors and agency property and personnel and make sure that appropriate actions are taken to mitigate risks and avoid harm.
  • Provide district oversight and consistency for the protection, preservation and management of natural and cultural park resources.
  • Advise the Region Manager about appropriate acquisition opportunities within the district and review acquisition proposals.
  • Promote a sustainability ethic within the district to encourage conservation of resources, environmental protection, and long-term stability in meeting the agency’s mission.
  • Protect the long-term value of State assets entrusted to the care of the agency including lands, natural resources, information, facilities, equipment, and materials.
Reviewing Implementation and Results  
  • Make sure that programs, projects, and polices are being implemented and adjusted within district adequately to meet the overall goals of the agency.
  • Keep up-to-date on the overall status of activities in the district.
  • Coordinate the implementation of the HUB data management system by working directly with park managers on data collection, input of GIS data, updating inventory, recording workflow, providing quality controls and accuracy of data, and report generation.
  • Identify problem areas and gaps in performance and ensure that corrective actions are taken on a timely basis.
  • Assess critically the extent to which program and project goals are achieved within the region.
  • Evaluate the effectiveness and efficiency of district operations.
  • Identify and implement means for improving district performance.
Representing and Coordinating  
  • Present, explain, and market the agency’s, region’s, and district’s goals and activities to persons and groups outside the agency and to higher level supervisors and other work units within the agency.
  • Develop and maintain positive working relations with a wide variety of stakeholders, including elected local, state and federal representatives; local, state and federal agency representatives; special interest groups; property neighbors; community members; volunteers; agency commissioners; and the general public, in consultation with the Region Manager.
  • Promote a customer service ethic throughout the district that leaves visitors and the general public with positive, memorable experiences.
  • Perform liaison functions and integrate agency, region, and district activities with the activities of other work units and organizations, in consultation with the Region Manager.
  • Coordinate district activities and delivery of services with other District Managers and Program Managers to promote outdoor recreation, access, and interpretation and to best achieve the agency’s mission and goals.
  • Communicate effectively with the general public and media representatives in responding to individual and group inquiries and concerns, and in conducting public meetings, in consultation with the Region Manager.
QUALIFICATIONS
  • A Bachelor's degree in Park and Recreation Administration, Natural Resource Management, Environmental Studies or a related field and 3 years of progressively responsible experience as a Park Manager or equivalent natural resource manager; OR 
  • Six years of progressively responsible experience as a Park Manager or equivalent natural resource manager.

DESIRED COMPETENCIES
 
The ideal candidate will have a performance record demonstrating the following desired competencies:
  • Experience and/or skill in developing and overseeing various park operating plans (maintenance management, emergency response, natural, historic, archaeological and cultural resource protection and management, safety, etc.) for multiple large, complex Management Units;
  • Leadership experience and/or skills working with diverse work team including volunteers, youth crews, or the general public;
  • Experience in adjusting means and methods of operation as needed to achieve goals and objectives;
  • Experience in analyzing the progress, method and final results of goals and objectives to improve performance of park operations;
  • Experience/skill advocating and interpreting agency values related to natural, cultural, historic archaeological, scenic recreation resources and uses to a variety of internal and external customers;
  • Experience in facilitating the development of resource interpretation programs in multiple Management Units.
