Hospital Administrative Rules:

On January 31, 2006 the Patient Safety Commission finalized administrative rules for its hospital-specific reporting program for serious adverse events.  These rules define 'the what and the how' of the Commission's voluntary and confidential program. They also establish hospital fees to help pay for the program.

Pharmacy Administrative Rules: 

On December 4, 2006, the Patient Safety Commission held a rulemaking hearing regarding proposed administrative rules for the pharmacy-specific reporting program.  The Patient Safety Commission has since finalized these administrative rules, which became effective on January 1, 2007.

Administrative Rules for Long Term Care Facilities: 

On February 21, 2007, the Patient Safety Commission held a rulemaking hearing regarding proposed administrative rules for the long term care facility-specific reporting program.  On March 6, 2007, the Patient Safety Commission approved these rules, which take effect in March.

Administrative Rules for Ambulatory Surgery Centers: 

On April 25, 2007, the Patient Safety Commission held a rulemaking hearing regarding proposed administrative rules for the ambulatory surgery center-specific reporting program.  On May 3, 2007, the Patient Safety Commission approved these rules, which become effective July 1, 2007.

Notice Rule

Before adopting, amending, or repealing any permanent rule, the Patient Safety Commission will give notice of its intended action:

(1) In the Secretary of State’s Bulletin referred to in ORS 183.360 at least 21 days before the effective date of the rule; (2) By providing a copy of the notice to persons on the Patient Safety Commission’s distribution list established pursuant to ORS 183.335(8) at least 28 days before the effective date of the rule; (3) By providing a copy of the notice to legislators specified in ORS 183.335(15) at least 49 days before the effective date of the rule; and (4) By providing a copy of the notice to:

   (a) The Oregon Association of Hospitals and Health Systems

   (b) The Oregon Health Care Association

   (c) Oregon State Pharmacy Association

   (d) Oregon Health Care Purchasers Coalition

   (e) Oregon Medical Association

   (f) The Oregon Board of Pharmacy

   (g) Oregon Nurses Association

   (h) Affected health care facilities and pharmacies

   (i) Capitol Press Room

Model Rules of Procedure 

The Patient Safety Commission adopts, in their entirety, the Attorney General’s Uniform and Model Rules of Procedure under the Administrative Procedures Act dated January 14, 2004.
