GENERAL INFORMATION
 
The Oregon State Board of Nursing, near Bridgeport Village, is recruiting for a full time, limited duration, programmer to assist the Board in fulfilling their mission of safeguarding the public's health and well being by providing guidance for, and regulation of, entry into the profession, nursing education, and continuing safe practice.
 
As a programmer within our Information Technology team, this position will analyze, plan, develop and integrate projects and activities that support the operation, maintenance, installation and construction of PC/Client Server, web-based information systems and programs required to support the agency’s e-government systems that are critical to operations.  This position works with managers and other information systems professionals to automate processes that affect the licensing, monitoring and investigation of nurses and nursing assistants statewide.  This position helps maintain critical online licensing systems, ecommerce payment systems and employer subscription services that affect public safety and employment eligibility of nurses and nursing assistants.  The position is represented by SEIU/OPEU.
 
MAJOR DUTIES 
  • Designs, develops and implements processes to improve agency efficiency; evaluates query/reporting tools and statistical packages.
  • Recommends and configures appropriate tools for effective dissemination of information within the decision support and executive information systems; designs, develops, tests, implements, and maintains e-commerce interfaces; provides technical assistance on these systems to other technical staff.
  • Supports agency security protocols by programming security functions into interfaces to control how much of the data a given user can access; updates automated processes with  supporting documentation that defines how they interface with application programs; educates and monitors users in agency-supported software.
  • Works closely with user groups, management, and other information system professionals to define data requirements; uses formal design procedures to automate processes that govern what information will be stored.
  • Maintains, and implements database physical model by coding in Structured Query Language (SQL) and descriptions and specifications necessary to load data into files and control programs running against it; designs and maintains web reporting interfaces, reports and other programs using Crystal Reports programming language and SQL.
  • Analyzes database and data integrity problems and verifies data integrity for statewide icensing, investigation and compliance databases that includes payment systems; troubleshoots problems identified through this analysis and referred problems; coordinates with users, other IT staff and multiple vendors to identify solutions and work to implement fixes.
  • Develops and recommends purchase of tools, technology, and policies. Designs procedures and documentation standards considering issues such as resource utilization, acquisition planning, overall system performance, security and new technologies.
  • Plans long-term direction for data sharing, data location, data security and integrity using multiple systems that are accessed by users statewide working within real time systems.
  • Provides back up support to Database Administrator and the Network Administrator. 
 
WORKING CONDITIONS
 
Work occurs in a typical office environment with prolonged periods of working at a computer terminal. Maintenance on computer equipment includes physical handling and lifting of computer equipment.  Work environment includes managing projects with conflicting requirements and tight deadlines which may require periodic overtime.  Occasional travel to attend training and meetings may be required.  
 
TO QUALIFY

Four years of professional, consultative, technical, or administrative experience designing, constructing or analyzing information systems.
 
and either (a) at least 30 quarter (20 semester) credits in computer science or (b) two more years of experience providing a knowledge of information systems theory and principles .
 
Experience must include activities in web based information systems using Microsoft ASP.NET technologies AND include one dedicated year of development using the following technologies and/or tools:
  • Visual Studio 2005, Visual Basic
  • Dynamic Web-based applications
  • Web Services
  • HTML, CSS, JavaScript
  • XML, SQL, relational databases (SQL Server, DB2, Oracle)
 
Preference may be given to applicants with experience in AdminStudio.
