Description During the 2003-05 biennium, the legislature (through SB12) authorized Library Services and Technology Act (LSTA) funds to subsidize the purchase of basic electronic resources for Oregon libraries under the Oregon Statewide Database Licensing Program (SDLP). From 2005 to 2009 the LSTA funds provided a 50% subsidy for academic and public libraries and fully funded school and tribal libraries. As of October 19, 2009, LSTA funding will be used to fully subsidize the 22 databases provided by Gale/CENGAGE Learning for a cost of just under $400,000 per year. As of November 2010, LearningExpress Library is also fully subsidized. If you do not currently participate in the Statewide Database Licensing Program, please contact Library Development Services at 503-378-2525 for information.
School libraries are automatically enrolled and access the databases via OSLIS. To participate, eligible academic (public and private non-profit), public, and tribal libraries must complete a one-time certification that they have endorsed and abide by the Oregon Library Association (OLA) ILL Code (PDF).
The Statewide Database Licensing Program does not include the audio, e-books, and video service provided by Library2Go. The Oregon Digital Library Consortium is responsible for this service.

On-Site Training Several on-site trainings have been offered. Watch this page and the Oregon library listservs for future opportunities. Webinar Opportunities Every month, Gale offers 1-hour online trainings about a variety of their products. These webinars are free but require registration. Once you access the training calendar, click on any session that interests you. The pop-up page will have a description of the webinar and a registration link. Note the time zone for the training. A handful of archived webinars which were conducted specifically for Oregon library staff are available on both Gale support sites for Oregon users.
LearningExpress also regularly offers free webinars. Be careful not to sign up for the Job & Career Accelerator session by mistake.
Archived Gale Webinars In the spring of 2012, Julie Pepera, a Gale trainer, offered three webinars focused on new ways to use and promote the Gale databases that are available via the statewide contract. The trainings were titled What is a Library Database?, Finding eResources to Support Library Programming, and Marketing Your Gale Databases. Archived versions are now available in the Training Opportunities section of the Gale support sites for public/tribal/K12 and academic libraries.
Other Online Resources: Training and Promotion There are a number of other online resources for learning more about and for promoting the statewide databases. Gale's national support website offers the following:
Gale Promo is your portal for viewing and ordering free promotional materials from Gale, including bookmarks, posters, and tent cards. Customizing some text, like adding your library's name, is an option. Any Oregon library staff member can use this login for access: - user name: gale690228
- password: 690228
The login is also posted on the two Gale support sites for Oregon libraries, linked below. Information about promotional materials for LearningExpress Library can be found on the support page for that database. The Statewide Database Licensing Advisory Committee (SDLAC) is a committee of the LSTA Advisory Council, which advises the Oregon State Library Board of Trustees. The primary responsibilities of the committee include the following: - Advise the LSTA Advisory Council and the Oregon State Library in the drafting of requests for proposal, the review of proposals, the recommendation to license database(s), and the allocation of costs to participating libraries.
- Advise the Oregon State Library to negotiate for additional databases as needed, but will not assume a subsidy from the State Library.
- Advise the Oregon State Library on the need for and the content of changes to the OAR and ORS that have a potential effect on the Statewide Database
The committee meets minimally twice a year and more often during the proposal/procurement process. Additional information:

The Oregon Statewide Database Licensing Program was created by the passage of SB12 into law in July 2003. SB12 is a result of the Oregon Library Association's Vision 2010 and the work of the 2002 Senate Interim Task Force on Library Cooperation. The Statewide Database Licensing Program is an Oregon State Library program funded by the Library Services and Technology Act (LSTA) and supersedes the Oregon Statewide Database Licensing Group, the representative library steering group that negotiated and set policies for previous statewide database contracts (with University of Oregon as fiscal agent and Orbis Cascade Alliance as administrator). For fiscal years 2004-08, EBSCO Publishing was selected to provide general periodicals for the Oregon Statewide Database Licensing Program. From July 1, 2005 - July 31, 2008, the Oregon State Library was able to fully subsidize the cost of The Oregonian through NewsBank. In May 2008, NewsBank proposed to raise the cost of the state license for The Oregonian database from $54,000 to $150,000 for the 2008-2009 fiscal year. In making their recommendation to the Board, the Statewide Database Licensing Advisory Committee was very concerned about agreeing to such a large increase in the cost of this product, particularly in light of the modest use the database had in most Oregon libraries. The SDLAC discussed the possibility of trying again, in a year or so, to get a more reasonably priced statewide license to The Oregonian database. In May 2009, and in conjunction with the State Library and DAS, SDLAC completed a rigorous proposal review process and selected the Gale/CENGAGE Learning proposal to provide general periodicals for the Oregon Statewide Database Licensing Program. Both the LSTA Advisory Council and State Library Board approved the recommendation and the State Library proceeded with the procurement process. In August 2009, a new contract was signed to begin September 1, 2009. This contract will be in effect for two years, and then the State Library will have the option to renew for up to three years.
In early 2010, SDLAC members decided to add Opposing Viewpoints and LearningExpress Library to the statewide contract, and this was approved by the LSTA Advisory Council and the OSL Board. The first resource was available as of August 2010 and the latter as of November 2010.
In the summer of 2011, the contract with Gale/CENGAGE Learning was renewed for three years. As part of that, U.S. History in Context and GREENR were added to the statewide database contract at no additional cost.

State Library Staff Please contact Arlene Weible (503-378-5020) with any questions or concerns. Gale Technical Support If you want to contact Gale about a problem, please do not use their generic technical support email address. Instead, try one of these three options: - First, see if your question can be answered through the Gale support site for Oregon libraries (Academic || All Others). From here you can download MARC records for ebooks, register library IP addresses, and more. Or, use either the Need Additional Information or Contact Us form to make your request.
- If you want to email Gale directly, use gale.consortium.installs@cengage.com and start your subject line with "Oregon." The Consortium Installs group has been briefed about the specifics of the Oregon contract.
- If you prefer to call Gale, be sure to mention that you are part of the Oregon statewide contract. 1-800-877-4253 (press 4)
