Planning documents
 
To coordinate and plan for such a comprehensive initiative, project advisors generated a number of documents and conducted much research. These documents included not only the original grant application, but also worksheets and models to help clarify the resources and goals necessary for success as well as concrete recommendations for what the State can do to promote and improve Early Literacy in public libraries. Below are some of the documents that were used to begin this Initiative.

LSTA grant application
The original application submitted by the Multnomah County Library to the Oregon State Library's LSTA competitive grant program. The application was presetned during the 2005 LSTA grant cycle.
 
Early Literacy surveys
In the summers of 2005 and 2006 (once before and once after the regional meetings), the public library community was surveyed to see what they're already doing to build Early Literacy skills. Questions asked about storytimes, services offered to parents and child care providers, obstacles in implementing Early Literacy programs, and suggestions for how libraries can best serve as crucial early childhood educators.
Logic model for implementing the Initiative
This document uses the logic model evaluation system - designed by the W.K. Kellogg Foundation (WKKF) - to identify the resources, actions, expectations, and goals necessary to implement a Statewide Early Literacy Initiative.
 
Outcome-based evaluation plan
This worksheet - also a part of WKKF's logic model system - identifies the key people, organizations, purpose, activities, goals, and ultimate outcomes of the Oregon Statewide Early Literacy Initiative. This document was completed early in the planning process to help us understand how best to proceed.
 
Recommendations to the Oregon State Library Board
Based on the information gathered from research and the nine regional meetings, project advisors formulated five concrete recommendations on how the Oregon State Library can better promote early literacy in the state. These recommendations included reformulating the Ready to Read grant program, implementing a statewide library card for children, hiring an Early Literacy Trainer/Coordinator at the State Library, and naming the Oregon State Library as a partner in the state's early literacy efforts. The recommendations were presented on December 7, 2005.

In order to determine best practices in the field of Early Literacy, an exhaustive search was conducted of research, activities, media coverage, the internet, and much more. This document includes a wealth of resources and information that bear on Early Literacy initiatives (in both public libraries and/or by other types of agencies). It includes pertinent research and facts, data sources and reports on Early Literacy, best practices, training materials, media coverage, Early Literacy toolkits, and more.
