Marine Board Approves Grant Request, Other Items
The Oregon State Marine Board met on September 27 in Madras and approved a grant request for the Port of Cascade Locks. The Port requested funding assistance to replace an existing pump out station and move it to the end of the transient dock, closer to the entrance of the basin. This new location will make it easier for boats with a deeper draft to use the pump out. The approved grant totals $52,000 with $39,000 from Clean Vessel Act funds and $13,000 from state boater funds.
The Board also approved increasing a grant originally awarded in March 2006 to Tillamook County for a float and dredging project on the Nehalem River. An additional $63,000 is needed to complete the project. Alternative materials are being considered to reduce the cost. The Board expressed concern about the cost increase but recognized the need to replace these floats due to heavy use.
The Board also approved new rules for outfitters and guides operating upriver from the Longview-Rainier Bridge. The new rules provide consistency between Washington and Oregon pertaining to outfitter and guide operations.
The Board also approved authorization to initiate rulemaking for a “Slow no wake –Max 5 MPH” zone near Camp Baker on the Kiechle Arm of Siltcoos Lake.
Portland General Electric presented the Board with information outlining the construction of a Selective Water Withdrawl structure in the forebay of Round Butte Dam. The Board approved closing the forebay to recreational boating for safety reasons.
The Board engaged in discussion pertaining to boat wakes on the Lower Willamette River, aquatic nuisance species prevention, wave energy and marine reserves. These topics will be discussed again at the January Board meeting.
