ACCELERANT DETECTION CANINE PROGRAM
In July of 1992, then Lieutenant Rich Hein, Arson Section Manager, made a formal request to Criminal Investigation Division Captain, Thomas Dixon to have the department participate in the Bureau of Alcohol, Tobacco and Firearms´ Accelerant Detection Canine program.
 
The Accelerant Detection Canine Program was expected to provide services in several ways:
 
  1. Statewide response
  2. Reduced hours of scene and suspect processing
  3. Expedient detection of flammable liquid presence
  4. Increased arrest and conviction of arson cases
  5. Enhanced agency relations
  6. Public relations
  7. Public Education Tool
 
In 1994, the first Accelerant Detection Canine team of Detective Mark Merrill and Accelerant Detection Canine Deacon began working in the Portland area.  In 1997 the second handler/dog team of Detective Mo Austin and Accelerant Detection Canine Kent began serving the southern half of the state.
 
Since that time, the teams have been actively involved in numerous high profile cases throughout Oregon and neighboring states.  With Deacon´s retirement in 1999, Detective Thomas Hatch and Accelerant Detection Canine Wiloa (Lolo) stepped into the vacated spot.  Wiloa retired in April 2006.
