OREGON STATEFIRE MARSHAL (OSFM) INCIDENT SITUATION REPORT
1155 hours 11 July 2007

OSFM REPORT
TYPE OF INCIDENT: Conflagration
INCIDENT NAME: Egley Complex
DATE AND TIME FIRE STARTED: 1730 hours 06 July 2007
For Conflagration: DATE AND TIME CONFLAGRATION DECLARED: 2312 hours 09 July 07. Requested by Harney County Fire Defense Board Chief Chris Briels.
LOCATION: 10 miles N of Riley, Oregon
SIZE: On 11 July 07 size estimated at 35,000 acres.
CAUSE: Lightning
STATUS: Threatened buildings and infrastructure: private residences, vacation cabins, campgrounds, communications sites: cell phone tower, local government radio communication, educational satellite site, Hwy. 20, BPA 500 kv power lines. Fire within close proximity to structures: those along Hwy 20 < 1/2 mile, those within city limits 6 miles. Power substation threatened.
Extremely dry conditions and wind. Fires are located in the old Pine Springs Basin Burn, continuing to burn south towards Hines, heavy ground fuels, continuous grass and brush vegetation. Two large fires in Egley West zone totaling 10,000 acres have had minimal action taken due to limited resources. Grazing allotments, high recreation, and private lands.
Pacific Northwest Type I team assumed command of Egley East at 2000 hrs 10 July 07. ORCA will retain command of Egley West.
RESIDENCES THREATENED: 200
The evening of 9 July 07 there was a voluntary evacuation of 12 homes near Hines, however all residents were able to return to their homes by 0800 hours 10 July 07.
STRUCTURES THREATENED: 400
RESIDENCES EVACUATED: 0
RESIDENCES LOST: 0
OTHER STRUCTURES LOST: 0
INJURIES/FATALITIES: 3 minor firefighter injuries: 1 heat stress, 1 foot injury, 1 puncture wound.
SPECIAL CONDITIONS: Highway 20 is periodically closed due to smoke and poor visibility. Rest area near Riley remains closed. A large portion of Malheur National Forest has been closed to the public. Call for detailed information 541-573-4519. Other resources to be protected include archaeological and historic sites, old growth timber, tree plantations, and red band trout habitat.
