The Community Capability Assessment (CCA) process is a systematic, three-phased approach that aids emergency responders in evaluating, coordinating and enhancing the cohesiveness of their emergency response plans.

Hazardous Materials Emergency Preparedness Grant (HMEP)
Hazardous Materials Emergency Preparedness (HMEP) grant program is intended to provide financial and technical assistance as well as national direction and guidance to enhance state, territorial, tribal, and local hazardous materials emergency planning and training. The HMEP Grant Program distributes fees collected from shippers and carriers of hazardous materials to emergency responders for hazmat training and to Local Emergency Planning Committees (LEPCs) for hazmat planning.

  This video released by the U.S. Chemical Safety Board (CSB) shows the need for emergency   
   response agencies, companies, and communities to work closely together to prepare for    
   chemical accidents. The video is based on CSB Accident Investigations of chemical
   accidents over the past ten years.

The Planning and Training Assistance (PATA) staff provide planning and training assistance to agencies and organizations throughout Oregon to pre-plan for hazardous materials incidents.

Region 10 Regional Response Team / Northwest Area Committee 
The Region 10 Regional Response Team (RRT) is responsible for regional planning and preparedness. They provide a forum for federal and state agencies to exchange information about their abilities to respond to on-scene coordinators’ requests for assistance. Members of the RRT do not respond direct to releases or spills. The team may be called upon to provide technical advice, equipment, or workers to assist with a response. Approval of the RRT is required for implementing certain response techniques.
 
The Northwest Area Committee(NWAC) consists of personnel from federal and state agencies who coordinate response actions with tribal and local governments and the private sector. Area committees are responsible for developing Area Contingency Plans. The committees work with the response community to develop procedures to expedite decisions for the use of alternative response measures.
