2005 Oregon All Incident Reporting System Task Force
The Oregon All Incident reporting System (OAIRS) Task Force met monthly during the last four months of 2005 to review and assess the current incident reporting system used in Oregon. 
The Task Force consisted of representatives from the state's fire service associations, Insurance Information Service of Oregon & Idaho, a diverse cross section of Oregon fire departments including two members of the previous OAIRS Task Force, the Oregon Department of Human Services Health Division, EMS & Trauma Section, and staff from the Office of State Fire Marshal.
 
The Task Force completed its assigned task and presented it's recommendations to Nancy Orr, State Fire Marshal and to the Governor's Fire Service Policy Council.  Each member signed the recommendations signifying their support.  The Task Force Report is detailed below.
 

OAIRS TASK FORCE REPORT
Background:
The Office of State Fire Marshal and the Oregon Fire Chiefs Association collaborated to establish a statewide task force bringing together members of the Oregon fire service and other interested parties to assess the current Oregon incident reporting system. The Task Force charge was to determine if there is a better way to collect Oregon’s incident data.
 
The need to look at Oregon’s current incident data reporting needs and the best way to collect that data was triggered by several things. Historically, OAIRS and paper reporting have been the most used method for reporting. Over the last few years, however, more fire departments have considered and purchased commercial reporting software designed to be compatible with the National Fire Incident Reporting System. Oregon, because of our reporting need requirements, has a reporting system unique to Oregon. The use of multiple commercial reporting software and OAIRS software causes a considerable amount of time consuming data conversion by the Office of State Fire Marshal Data staff.
 
The Task Force included representatives from the state’s fire service associations, Insurance Information Service of Oregon & Idaho, a diverse cross section of Oregon Fire Departments including two members of the previous Oregon All Incident Reporting Task Force, the Oregon Department of Human Services Health Division, Emergency Medical Services & Trauma Section, and several staff from the Office of State Fire Marshal.
 
Randy Iverson and Ken Johnson, Jackson County Fire District #3, and Paul LeSage, Tualatin Valley Fire and Rescue, did an exceptional job of facilitating a series of meetings. They led Task Force members through the process of addressing and answering three key questions with regard to incident reporting and preparing a recommendation to present to the State Fire Marshal.

What is the most effective and efficient method for Oregon to collect the data?

Task Force Recommendations
Immediate Goals:
  1. OSFM will establish a Standing Advisory Committee to provide ongoing guidance and recommendations to the State Fire Marshal. (This will meet for the first time in February, 2006.) 
  2. The Standing Advisory Committee will establish short-term subcommittees to provide expert input regarding various components of the reporting system including:
    1. Geo coding on recommendations on database content
    2. Risk Assessment and standards of coverage for data reporting
  3. The Standing Advisory Committee will also establish guidelines for compatibility of commercial reporting software
  4. OSFM will update existing OAIRS coding to current NFIRS 5 coding
 
Long-term Goals:
  1. Evaluate commercial software reporting systems including web-based
  2. Obtain compatibility and eliminate duplicative entry with associated public entities
  3. Interface with computer aided dispatch and/or geographical information systems
