DEPUTY STATE FIRE MARSHAL
$3,963 - $5,800 MONTHLY


These positions are with the Oregon State Police, Office of State Fire Marshal, in various district locations throughout Oregon.   Currently there are vacancies in Roseburg and Coos Bay, Oregon.
 
This recruitment will establish a list of applicants for the current vacancies and may be used to fill future vacancies as they occur.
 
This position is represented by the American Federation of State, County and Municipal Employees (AFSCME).  Union members pay union dues; non-union members pay "fair share." 
 
The goal of this recruitment is to fill this position as a full Deputy State Fire Marshal.  However, we encourage candidates who will meet the minimum qualifications of a Deputy State Fire Marshal Entry ($2992 to $4356 monthly) within two years to apply.  We may consider under-filling this position until the selected candidate meets the minimum qualifications for a Deputy State Fire Marshal. 
 
AGENCY OVERVIEW
 
We are the provider of Premier Public Safety Services for Oregon each and every day.  Our mission is to enhance the livability and safety for the State of Oregon by protecting the people, property, and natural resources of the State.  The OSP workforce is comprised of more than 1,300 sworn and professional staff in the areas of patrol, criminal investigation, forensic services, medical examiner, state fire marshal, gaming regulation, fish and wildlife regulation, public safety communications, and information management with a biennial budget of approximately $325 million total funds.
 
DUTIES AND RESPONSIBILITIES
 
The Deputy State Fire Marshal, within an assigned geographical area following established training guidelines, administers the fire prevention program which includes public fire safety education, fire and life safety surveys and inspections, enforcement of a Fire Code and Oregon Revised Statutes; and conducts fire cause investigations in public and private buildings.  Deputy State Fire Marshal’s (Entry) perform these duties under guidance of a higher level employee.
 
Major Duties:
 
Plans, schedules and conducts surveys of buildings and facilities to determine compliance with fire codes and regulations, and with State and Federal requirements for health care facilities; develops written reports of survey, which includes reference to relevant codes or statutory requirements to present to building owners; meets with building owners to discuss report and to develop plan of correction; follows up to ensure compliance with needed corrections; maintains file of information on buildings and facilities within area of assignment; prepares report for legal action through district attorney or for State or Federal decertification if compliance is not gained. Deputy State Fire Marshal’s (Entry) perform these duties under guidance of a higher level employee.
 
Investigates fires by personally interviewing fire officials and witnesses at the scene and examining the physical debris of a fire, including entering and examining burnt buildings and facilities; draws diagrams and takes photographs of fire scene, including location of victims, noting unusual circumstances; secures evidence and maintains appropriate safeguards to preserve legal chain of evidence and/or submits evidence for analysis; determines cause of fire and prepares written reports; maintains files of reports and evidence; reports to law enforcement agencies if cause of fire is arson; provides expert testimony at civil or criminal legal proceedings. Deputy State Fire Marshal’s (Entry) perform these duties under guidance of a higher level employee.
 
Interprets and explains fire and life safety codes and regulations to the public, local fire and building officials, architects and contractors; discusses policies, guidelines, and reporting requirements with local fire officials for all programs of the Office of State Fire Marshal, including hazardous materials, fire and life safety training, Medicare and Medicaid facility requirements. Deputy State Fire Marshal’s (Entry) perform these duties under guidance of a higher level employee.
 
Represents the State Fire Marshal at meetings and conferences with professional organizations, and city and rural groups concerned with fire protection; provides counseling in the solution of local fire problems; conducts special surveys and investigations for local and Federal agencies on fire related matters, when requested; provides guidance for the formation of new rural fire protection districts; serves on various committees as assigned; and participates in public education programs regarding fire and life safety.
 
WORKING CONDITIONS
 
Involves exposure to adverse conditions such as fire weakened structure, etc. and hazardous materials while conducting fire investigations;
 
May require working alone in remote areas for extended periods during a conflagration fire or while investigating arson fires under adverse weather conditions;
 
May be called out before and after work shifts and on weekends for fire code compliance, fire investigations, mobilizations, and conflagrations;
 
Frequently travels long distances throughout the district and Oregon, requiring overnight stays for extended periods.
 
Determining the cause of fires requires lifting, shoveling, climbing ladders, using hand and power tools both inside and outside structures.  Conducts fire investigations and building inspections under potentially life threatening conditions and within structures weakened from fire, explosion and earthquake. 
 
Conducting inspections requires extended walking on hard, smooth and on rough, uneven surfaces, climbing ladders and stairs, entering attics and other small spaces. 
 
May enter areas where toxic chemicals and explosives are stored or used.  May encounter remains of fire fatalities. 
 
TO QUALIFY
 
Your PD100 application form will be reviewed to verify that you meet the qualifications stated in this section.  To receive credit, your application form must clearly show that you have:
 
• Five years of full-time fire service experience. This must include two years of full-time code enforcement and one year of fire cause investigation.
 
An Associate's degree in fire prevention, fire science or related fire service field may substitute for up to two years of the required experience, but will not substitute for the three years of code enforcement and fire cause investigation experience.
 
A Bachelor's degree in fire service administration or fire protection, fire science, or closely related fire service field may substitute for up to two years of the required experience, but will not substitute for the three years of code enforcement and fire cause investigation experience.
 
To comply with OAR 837-039-0110, you must have:
 
• An ICC Fire Inspector II Certification or ability to obtain certification within six months from date of employment.
 
• An ICC Fire Plans Examiner Certification or ability to obtain certification within six months from date of employment.
 
Applicants who already possess this certification must show proof of certification by submitting a photocopy with the PD 100 application materials.
 
NOTE:  Credit for part-time or volunteer fire prevention or suppression experience will be prorated based on a 40-hour workweek.
 
To receive credit for all required/related coursework, you must submit a photocopy of your transcripts with your application.

YOU MUST ANSWER THE FOLLOWING QUESTIONS.
 
Use a separate sheet of paper.  Write down any work experience (paid or unpaid) and training that you have which is related to each question.  Limit your answer to each question to no more than two (2) pages.  Be sure that the jobs where you gained the experience you describe in your answers are listed in the Work History section of your application form.  Your grade will be based upon your answers.
 
If there are several parts to a question, answer each part separately.  Number your answers to agree with the question.  Attach the answer sheet to your application.  Your application will not be accepted if it is incomplete.
 
1.  List and describe any education and/or training you have which provided knowledge of fire prevention laws and practices; fire, building and mechanical codes and standards; fire protection systems; and plans review.  Please specify the number of class hours, or quarter or semester hour credits you have completed for each course.  What fire code enforcement related certifications do you hold (i.e., UFC, ICC fire code inspector, ICBO/ICC plans examiner)?  Explain.
 
2.  Describe any experience you have working as a fire inspector or fire marshal applying knowledge of fire prevention laws, codes, standards and rules.  Specifically describe your experience in:  a) enforcing a Fire Code indicating the type of occupancies (i.e., assembly, educational, hazardous) involved; b) negotiating plans of correction; c) reviewing plans and approving aboveground and industrial LPG and flammable liquid tank and process installations; d) reviewing plans and approving fire alarm, fire sprinkler, and commercial cooking hood extinguishing systems; and e) approving alternatives and granting variances or waivers for fire code requirements.  Did your experience include analyzing and drafting codes, ordinances or standard operating guidelines?  Explain.
 
3.  The person in this position must have an in-depth knowledge of fire cause investigation theory and practice.  List and describe any training/education you have in this area.  Describe any experience you have in a) conducting fire cause investigations and b) determining the origin and cause of commercial, residential, and natural cover fires.  Have you been responsible for case management, including obtaining and processing evidence, documenting investigative actions with photographs and reports; and screening juvenile firesetters and making referrals?  Explain.  Have you prepared both civil and arson cases for court, and given "expert witness" testimony in court?  Explain.
