CRIMINAL JUSTICE/EMERGENCY COMM SPEC
(Emergency Communications Specialist)

$2,501 - $3,610 MONTHLY


GENERAL INFORMATION
 
This position is with the Oregon State Police, Criminal Justice Information Services Division, Law Enforcement Data Systems in Salem and will be used to establish a list of qualified applicants for the current opening and maybe used to fill future vacancies.
 
This position is represented by the American Federation of State, County and Municipal Employees (AFSCME).  Union members pay union dues; non-union members pay "fair share." 
 
Applicants will be subject to both a Computerized Criminal History and Driver and Motor Vehicle Services check as well as a thorough background investigation.  Adverse background data may be grounds for immediate disqualification.

TO QUALIFY
 
MINIMUM QUALIFICATIONS & SKILLS
 
Three years of experience in the skills listed below.
Must obtain LEDS Certification within six months of employment.
 
SKILL TO:
  • Communicate clearly and concisely with criminal justice agency personnel and LEDS/OERS technical support staff.
  • Deal with members of the criminal justice and emergency management system in a professional manner.
  • Operate various telecommunications equipment and multi-line telephones.
  • Put work in priority order and respond effectively to multiple and frequent simultaneous demands from telephones and other communications equipment.
  • Follow and relay written and verbal directions.
  • Compile, format, and report large quantities of information.
  • Use policy or procedure manuals, handbooks, or other types of reference materials and apply the information to specific situations.
  • Use telephone procedures common to an emergency coordination center.
  • Evaluate emergency telephone calls and determine appropriate level of response needed.
  • Accurately record calls regarding emergency incidents.
  • Work in a multi-tasking environment, subject to quick changing priorities.
  • Make decisions independently.
  • Use keyboard to enter data, prepare reports, access and search multiple computer data bases for relevant information.
  • Synthesize complex and diverse information.
  • Read, write and speak English
  • Provide information on pertinent statutes and rules.
  • Provide peer training as appropriate.
 
 
DUTIES AND RESPONSIBILITIES
 
Incident Coordination, Customer Assistance and Resource Allocation:
Provides assistance to staff, customers, and colleagues on effective use of systems and related equipment.  Is a single point of contact for to a wide variety of state and federal agencies. Receives reports of emergencies and other events through a variety of telecommunication systems.  Will independently interview customers who report or request assistance from the State. Will then determine required notifications, and coordinate with appropriate local, state, and federal agencies in response to “all hazards” events constituting a threat to life, property, and the environment.
 
Investigative Assistance:
Assists Oregon law enforcement investigators by searching complex databases.  Independently conducts detailed searches by accessing specialized databases.  Uses a variety of automated information systems and commercial software products.  Prepares and presents written reports in a variety of formats, containing relevant information to requesting customers.  Receives and processes name check requests from the Oregon law enforcement community.  Searches statewide computer databases. Reviews and analyzes obtained information to resolve questions of identity.  Ensures investigative leads are properly covered and correctly reported.
 
Emergency Response Coordination and Maintenance:
Provides operational support for local, state, and federal radio systems. Develops and maintains standard operating procedures for state agencies. Prepares reports, briefings, and situational reports for various emergency coordination center activations.
 
Telecommunication/Network System Administration and Maintenance:
Coordinates with internal and external staff, customers and vendors to maintain telecommunications, computer/network systems, and equipment.  Provides oversight, guidance, resolves disputes and acts as liaison between the customers regarding rules, regulations, policies and procedures as they relate to systems and equipment.  Independently evaluates network and other error conditions; coordinates and performs diagnostic and test procedures; initiates system recovery or takes other corrective action to systems and equipment.  Coordinates repair action(s) with vendors, telephone companies, contracted maintenance personnel or other connected regional, state, and national telecommunication systems.  Monitors, coordinates, and performs quality control checks for the purpose of ensuring accuracy of information in local, state, and federal databases.
 
WORKING CONDITIONS
 
The environment is in an office type setting with controlled access and exposure to technical communications equipment and classified information.  This position requires the ability to work on multiple tasks simultaneously, sometimes within short time frames.  The position demands a wide variety of expertise, and frequent contacts with customers, internal and external. During emergencies, long work hours may be required.  Work situations are frequently hectic and varied and may involve long or extended work hours.  24 hour operation requires three month rotating shifts.  With exception of occasional day shifts, employee must eat lunch and take breaks at workstation.
 
Occasional moderate noise level caused by equipment and radio transmissions.  Restricted to work station for long periods.  Persons in this position work independently, after hours, evenings and weekends.  Due to the nature of this position, holiday coverage is required when the administrative office would normally be closed.
