This position is with the Oregon State Police in Salem, Oregon.

AGENCY OVERVIEW
We are the provider of Premier Public Safety Services for Oregon each and every day. Our mission is to enhance the livability and safety for the State of Oregon by protecting the people, property, and natural resources of the State. The OSP workforce is comprised of more than 1,300 sworn and professional staff in the areas of patrol, criminal investigation, forensic services, medical examiner, state fire marshal, gaming regulation, fish and wildlife regulation, public safety communications, and information management with a biennial budget of approximately $325 million total funds.
DUTIES AND RESPONSIBILITIES
CUSTOMER SERVICE and OPERATIONS:
As the journeyman, deals with major system crashes of the multi-agency regional two-way radio and digital/analog microwave system and dispatch console and helps other Wireless, IS and Dispatch Center staff solve problems. He identifies diagnoses, tracks and/or reports problems and determines repair or replacement priorities in complex and diverse wireless information systems installed in a large assigned geographic area, with multiple remote locations that are used by OSP and ODOT for public safety purposes.
Works independently to resolve questions or customer inquiries about wireless systems, dispatch consoles or equipment operation, use, application, and need.
Identifies, prepares, and provides on-site training for customers on specific equipment or complex system operating requirements.
Leads, assists or coordinates with other Wireless and Information Specialists in resolution of complex or large statewide systems problem identification, isolation, and repairs or restoration of OSP, ODOT and other governmental organization’s public safety communications equipment.
Uses computer software diagnostics, diagrams, schematics, logic diagrams and flowcharts, electronics theory, and complex electronic test equipment to test, identify problems and isolate defective electronic components in customer systems or equipment at remote locations or at service shop.
Keeps the OSP state-wide radio, analog and digital microwave and dispatch center systems going on a day-to-day basis which includes installation, performance monitoring, access, backups, scheduling, inventory management, repair, troubleshooting and processing orders.
Analyses console and radio system performance and addresses performance problems. Evaluates costs, specifications and organizational policies to recommend system performance tuning. Resolves resource competition issues.
Installs radios and associated accessories in various type of rolling stock, including Patrol Cars, sedans, 10 yard trucks to road graders.
Contact multiple equipment vendors to obtain technical information, request repair or upgrade parts, problem identification and resolution, equipment software problems or “bugs”. Prepare recommendations to vendors for correction of factory defects or equipment modification. Disseminates and shares knowledge or information gained in resolution of problems with other Wireless or Information Specialists.
Maintain communications systems or equipment in peak operating conditions by installing equipment or system modifications, creative fine tuning of equipment or systems. Installs software modifications or changes in customer equipment. Insures equipment operating parameters and software in customers equipment are uniform and of the latest revision.
Plans and schedules installations considering timing, version compatibility and other factors. Installations can involve products new to the industry or manufacturer and have significant changes for previous hardware or can be replacement with like equipment. The hardware upgrades may require creative tuning to become reliably operational.
CONSTRUCTION:
Conducts needs assessments with customers to determine equipment or system component requirements to satisfy business needs. Identifies and rectifies equipment and system enhancement compatibility requirements. May procure equipment from existing vendor contracts. Prepares and disseminates system enhancement or modification documentation to other Information Specialist.
Completes overall hardware system upgrades and software updates to communication systems, dispatch consoles and the components. Normalizes the operating system, documents the parameters, and reviews other staffs work for conformance with established standards. Participates as part of a systems development team to implement major system modification or replacement. Performs independently or assists in needs assessment, design criteria, site selection, equipment selection, system pathways and linkages.
Leads or participates as part of a major system upgrade or replacement team. Performs setup and installation test of system and customer equipment. Performs assists or oversees the setup and installation of physical infrastructure. Installs and completes tests of system and customer equipment. Assists with customer training upon completion of system implementation.
Conducts research for large or unusual projects and for projects introducing new technology or business processes. Build implementation plans and recommendations which often involve multiple vendors, multiple jurisdictions and cross agency cooperation.
Construction environment has multiple remote locations, a mixture if IS standards, Industry standards, FCC regulation and vendor specific standards. These systems have significant expansion and change. This level of construction deals with distributed sites, multiple jurisdictions, many trades and crafts and highly complex communication equipment and systems.
WORKING CONDITIONS
It is essential that the incumbent is able to work easily and effectively with all of the other people in the Section. It is also imperative that the incumbent is willing and able to share information about systems, repairs, problems and solutions that can be useful for the entire group. It is also critical to the Section that the incumbent is not territorial about geographical assignments because of the overriding need to keep all systems and equipment fully functional and reliable with limited resources even to the exclusion of any inordinate personal ownership of parts of the system. Must have experience climbing communications towers up to 300’ in height to install, test and repair microwave and two-way radio antennas.
TO QUALIFY

CSA-3
· three years of technical and engineering experience as a telecommunications technician including testing and design; AND
· a Bachelor's degree with major coursework (30 quarter or 20 semester hours) in electrical engineering or applied physics, or three more years of qualifying experience; AND
· possession of FCC General Radio Telephone License or equivalent industrial certification. (Be sure to list your license or certification number in the Skills Section on Page 2 of your application.)
CSA-2
• three years of full-time experience in the installation, operation, and repair of telecommunication equipment; AND
• possession of Federal Communications Commission General Radio Telephone License or equivalent industrial certification. The FCC license requirement may be temporarily waived with proper experience, however the successful candidate must obtain the FCC license within the probationary period on candidate own time and at candidates own expense.
Graduation as an electronic technician from a recognized school of electronic technology may be substituted for two of the three years of qualifying experience.
