FINGERPRINT TECHNICIAN
$2,302 - $3,236 MONTHLY


 
This position is with the Oregon State Police in Salem, Oregon.
 
Those applicants who applied under LESP0919 do not need to reapply if qualified and accepted, as your application will be considered.
 
This recruitment will be used to establish a list of qualified applicants and may be used to fill future openings.
 
This Section provides service seven days a week, 24 hours a day, these positions have varying shift assignments and varying days off.  Members of AFSCME are eligible for a shift differential.  Current openings:  graveyard and swing shift.
 
If we do not receive sufficient applications, we will consider an underfill as an Office Specialist 2 until minimum qualifications are met and you would be paid at the OS2 salary. 
 
These positions are represented by the American Federation of State, County and Municipal Employees (AFSCME).  Union members pay union dues; non-union members pay "fair share." 
 
Prior to being offered a position, finalists must pass a fingerprint-based security/criminal record background check.
 
AGENCY OVERVIEW
 
We are the provider of Premier Public Safety Services for Oregon each and every day.  Our mission is to enhance the livability and safety for the State of Oregon by protecting the people, property, and natural resources of the State.  The OSP workforce is comprised of more than 1,300 sworn and professional staff in the areas of patrol, criminal investigation, forensic services, medical examiner, state fire marshal, gaming regulation, fish and wildlife regulation, public safety communications, and information management with a biennial budget of approximately $325 million total funds.
 
DUTIES AND RESPONSIBILITIES
 
Receive incoming fingerprint cards from a variety of sources, including mail, Livescan printer, and electronically. Check quality of fingerprints, reject deficient fingerprint cards to contributor indicating correction required. Input fingerprint cards into Automated Fingerprint Identification System (AFIS) and perform various inquiries on AFIS Fingerprint Workstation for automated search of fingerprint database. Verify results of automated search.  Compare candidates and make positive fingerprint identifications using AFIS electronic image, Master fingerprint card, image system records, or microfilm.  Make the determination to add information to an individual’s Computerized Criminal History based on positive identification of fingerprints.
 
Confirm duplicate records (fingerprints) in file by fingerprint comparison and identification.  This includes consolidation of records and updating AFIS system to reflect current fingerprint information.  Place and retrieve fingerprint cards in Master file according to state identification number order.  Miscellaneous computer work involving: updating data in various databases, teletype messages to law enforcement agencies with identification information, want and warrant checks through the National Crime Information Center, communication with out of state agencies as result of AFIS hits.  Assign and tally SID numbers to all newly established CCH files - applicant and criminal. Process deceased fingerprints submitted by various agencies to identify victims and clear AFIS and CCH files.
 
Prepare information and give court testimony to identifications (comparisons) made for various agencies.  Train agencies (as needed) how to take inked fingerprints for purpose of submitting to ISS/FBI for processing.  Practices leadership responsibilities, and participates in the development of leadership skills for this and other positions. Participates in quality control procedures for ISS functions.  Train new employees on AFIS procedures when requested.  Cross train into other duties within the ID Services Section to participate in a teamwork effort to provide a complete and accurate criminal history database.
 
Backup to incoming mail process.  This includes: opening, screening, clocking and tallying specified fingerprint cards, reviewing cards received via livescan system and resolving problems or deficiencies when possible. Process fingerprints for persons requesting a copy of their own record. Prepare and mail out fingerprint documents on file to other agencies.  
 
WORKING CONDITIONS
 
Typical office environment also including: Daily exposure to Video Display Terminal and noise emitted by a Fingerprint Image Scanner.  Occasional contact with the public for fingerprinting.  Occasionally exposed to cleaning agents for office equipment.  May have contact with angry hostile people by phone and in person.
 
The Department of State Police mission is to provide service seven days a week, 24 hours a day to the citizens of Oregon.  To fulfill this mission, this position is subject to scheduling variations that may include call-outs, irregular hours, varying shift assignments, and varying days off.
 
TO QUALIFY

(Fingerprint Technician- Minimum Qualifications)

•           One year of experience in fingerprint pattern determination/ridge encoding using an Automated Fingerprint Identification System OR
 
•           Completion of a 40-hour Federal Bureau of Investigations Basic Fingerprint Identification course or its equivalent.
 
(Office Specialist 2 –Minimum Qualifications)
$2,216 - $3,088
 
•           two years of general clerical experience, one year of which included typing, word processing, or other experience generating documents; OR
 
•           an Associate’s degree in Office Occupations or Office Technology; OR
 
•           graduation from a private school of business with a Certificate in Office Occupations or Office Technology and one year of general clerical experience.
 
College courses in Office Occupations or Office Technology will substitute for the required experience on a year-for-year basis.
