This is a limited duration position with the Oregon Wireless Interoperability Network (OWIN) project for the Oregon State Police (OSP). OWIN has the responsibility for planning the wireless communications infrastructure consolidation for all of the State of Oregon’s departments and agencies. This limited duration assignment is due to end June 30, 2011.
 
This recruitment will be used to establish a list of qualified applicants and may be used to fill future vacancies. 
 
Due to budgetary shortfalls, the person appointed to this position may be required to take unpaid furlough days between September 1, 2009 and June 30, 2011. 
 
These positions are represented by the American Federation of State, County and Municipal Employees (AFSCME).  Union members pay union dues; non-union members pay "fair share."

AGENCY OVERVIEW
 
This position is assigned to the Oregon Wireless Interoperability Network (OWIN) under the direction of the Department of State Police.  OWIN has been charged by the
Oregon Legislature with planning and implementing the consolidation of the wireless communications infrastructure of the Oregon State Police, the Oregon Department of Transportation, the Oregon Department of Forestry and the Oregon Corrections Department.  OWIN will establish a statewide public safety radio network that provides reliable, wireless communications for emergency responders at the state, county, city, special district, federal and tribal levels.  This network will provide interoperability so that responders from these various jurisdictions can talk to each other.  Integral to the successful construction and operation of this network is a digital microwave backbone network.  This will provide connectivity to the statewide, interoperable P-25 digital trunked radio system.  It will include an internet protocol platform so that users at the local level can talk to each other.  The OWIN project will also be responsible for establishing statewide moderate-speed wireless data systems for use by public safety agencies in Oregon.  The scope of the OWIN project is statewide and will benefit federal and state agencies, local law enforcement and fire service agencies, cities, counties, emergency medical service providers and tribal agencies.  Included in the scope of work is the consolidation, reconstruction and validation of at least 170 state-owned radio facilities.   The approximate cost of the system is $415 million.
 
DUTIES AND RESPONSIBILITIES 
  • Assist with the construction of the network:  Site walks with architecture and engineering Firms, work closely with construction teams, involved in selection of vendors, user acceptance of hardware and equipment, and assists with analysis and configuration of statewide radio system.
 
  • Technical expert in Trunked Radio System Administration and implementation.  Trunked Radio System includes the backend application management toolsets associated with the P25 Master Switch, network management, database management of user end radio’s and trunked controllers used on mountain tops, to include but not limited to mobile data communications systems.
 
  • Diagnose user’s problems involving multiple jurisdictions and requiring in-depth problem research for problems that have no established solutions.
 
  • Develop, produce, distribute, and maintain software modification documents to other Information Specialists.
 
  • Integrate network management applications with partners statewide, creating a ubiquitous ability to use talk groups improving interoperability statewide.
 
  • Troubleshoot system crashes that potentially impact state and local law enforcement agency’s ability to provide citizens with effective public safety support.
 
  • Perform database analysis and ad-hoc reporting on multiple database environments within the internal OWIN system and associated systems impacted by the OWIN trunked radio system statewide.
 
  • Analyze and schedule prototype installations that have high impact.  Consider statewide ramifications on all upgrades, implementation efforts, and recommends changes.
 
  • Coordinate and implement complex software installations in a distributed environment at multiple sites which affects multiple agencies.
 
  • Monitor data integrity, correct data corruption and ensure database relational integrity considering data constraints, linked tables and consistency.
 
  • Perform business analysis and configure the Digital Microwave database services to most effectively support computing and network needs.
 
  • Install software modifications or change in customer equipment. Insures equipment operating parameters and software in customers’ equipment are uniform and of the latest version.
 
  • Evaluate new technologies for databases and database servers that can efficiently manage the P25 trunked Radio Network.
 
WORKING CONDITIONS
 
Regular work week of an eight hour shift.  The Department of Oregon State Police mission is to provide services seven days a week, 24 hours a day to the citizens of Oregon. To fulfill this mission, this position is subject to scheduling variations that may include call-outs, overtime, irregular hours, varying shift assignments, and varying days off.  May be subject to after-hours or holiday calls to address reported systems problems pertaining to FSD/ME operations.  Operate in a mixed environment in both hardware and software that will experience large expansion and change.
 
Typical office environment also including: Daily exposure to Video Display Terminals.   Occasional lifting of items up to 50 pounds.
 
Due to the nature of the work, travel to other locations may be required.  Locations include remote mountaintop locations in variable weather conditions.  A valid drivers’ license is required.
 
TO QUALIFY
 
Your PD100 application form will be reviewed to verify that you meet the qualifications and desirables stated in this Section.  To receive credit, in your own words your application form must include examples that clearly demonstrate that you have performed the skills and/or duties listed below. 
  • Three (3) years of professional consultative, technical, or administrative experience which includes designing, constructing, or analyzing information systems. 
 
Experience must include activities in networking, customer support, and trouble-shooting; and either
  • at least 30 quarter (20 semester) credits in computer science; OR
  • two (2) more years of experience providing a knowledge of information systems theory and principles.
 
15 quarter (or 10 semester) graduate-level computer science, software engineering, information systems, or equivalent credits may substitute for one year of the professional experience.
 
Desirables:
 
Seeking applicants with the following desirables: 
  • A+ or MCSE Certification
  • Experience in providing technical support in a law enforcement environment
  • Experience in supporting Microsoft Server 2003
  • Experience in maintaining a SQL environment, at a minimum performing backups of the SQL environment
  • Experience in developing and running queries in a SQL environment
  • Experience in document management and storage systems
  • Experience in writing technical reports and instructional manuals for operations and users.
  • Experience in new product evaluation and documenting results.
