INFORMATION SYSTEMS SPECIALIST 5
(Microwave Technician)

$3,946 - $5,702 MONTHLY


This is a limited duration position with the Oregon Wireless Interoperability Network (OWIN) project for the Oregon State Police (OSP). OWIN has the responsibility for planning the wireless communications infrastructure consolidation for all of the State of Oregon’s departments and agencies. This limited duration assignment is due to end June 30, 2011.
 
This recruitment will be used to establish a list of qualified applicants and may be used to fill future vacancies. 
 
Due to budgetary shortfalls, the person appointed to this position may be required to take unpaid furlough days between September 1, 2009 and June 30, 2011.
 
These positions are represented by the American Federation of State, County and Municipal Employees (AFSCME).  Union members pay union dues; non-union members pay "fair share."

AGENCY OVERVIEW
 
We are the provider of Premier Public Safety Services for Oregon each and every day.  Our mission is to enhance the livability and safety for the State of Oregon by protecting the people, property, and natural resources of the State.  The OSP workforce is comprised of more than 1,300 sworn and professional staff in the areas of patrol, criminal investigation, forensic services, medical examiner, state fire marshal, gaming regulation, fish and wildlife regulation, public safety communications, and information management with a biennial budget of approximately $325 million total funds.
 
DUTIES AND RESPONSIBILITIES
 
  • Diagnose user problems involving multiple jurisdictions and requiring in-depth problem research for problems that have no established solutions.
 
  • Knowledgeable on the operation and maintenance of Digital Microwave Systems – specifically the backend management requirements for high-end CISCO routers and network management and design.
 
  • Troubleshoot system crashes that potentially impact state and local law enforcement agency’s ability to provide citizens with effective public safety support.
 
  • Work on the enterprise digital microwave network and associated databases to ensure backend applications work statewide
 
  • Analyze and schedule prototype installations that have high impact.  Consider statewide ramifications on all upgrades, implementation efforts and recommends changes.
 
  • Perform system database administration on the backend application supporting the Digital Microwave Network and future planning functions related to the operation and installation of the OWIN Digital Microwave System, maintaining a multitude of relational databases.
 
  • Monitor data integrity, corrects data corruption and ensures database relational integrity considering data constraints, linked tables and consistency.
 
  • Perform business analysis and configures the Digital Microwave database services to most effectively support computing and network needs in support of the OWIN Project.
 
  • Evaluate new technologies for databases and database servers that can efficiently manage the Digital Microwave Network.  Participate in logical and conceptual design and modeling using appropriate tool sets to maintain standards, including incorporating data elements between different tables.
 
WORKING CONDITIONS
 
Regular work week of an eight hour shift.  The Department of Oregon State Police mission is to provide services seven days a week, 24 hours a day to the citizens of Oregon. To fulfill this mission, this position is subject to scheduling variations that may include call-outs, overtime, irregular hours, varying shift assignments, and varying days off.  May be subject to after-hours or holiday calls to address reported systems problems pertaining to FSD/ME operations.  Operate in a mixed environment in both hardware and software that will experience large expansion and change.
 
Typical office environment also including: Daily exposure to Video Display Terminals.   Occasional lifting of items up to 50 pounds.
 
Due to the nature of the work, travel to other locations may be required.  A valid drivers’ license is required.
 
TO QUALIFY
 
Your PD100 application form will be reviewed to verify that you meet the qualifications and desirables stated in this Section.  To receive credit, in your own words your application form must include examples that clearly demonstrate that you have performed the skills and/or duties listed below. 
  • Three (3) years of professional consultative, technical, or administrative experience which includes designing, constructing, or analyzing information systems. 
 
Experience must include activities in networking, customer support, and trouble-shooting; and either 
  • at least 30 quarter (20 semester) credits in computer science; OR
  • two (2) more years of experience providing a knowledge of information systems theory and principles.
 
15 quarter (or 10 semester) graduate-level computer science, software engineering, information systems, or equivalent credits may substitute for one year of the professional experience.
 
Desirables:
 
Seeking applicants with the following desirables: 
  • A+ or MCSE Certification
  • Experience in providing technical support in a law enforcement environment
  • Experience in supporting Microsoft Server 2003
  • Experience in maintaining a SQL environment, at a minimum performing backups of the SQL environment
  • Experience in developing and running queries in a SQL environment
  • Experience in document management and storage systems
  • Experience in writing technical reports and instructional manuals for operations and users.
  • Experience in new product evaluation and documenting results.
