This is a limited duration position with the Oregon Wireless Interoperability Network (OWIN) project for the Oregon State Police (OSP). OWIN has the responsibility for planning the wireless communications infrastructure consolidation for all of the State of Oregon’s departments and agencies. This limited duration assignment is due to end June 30, 2011.
Due to budgetary shortfalls, the person appointed to this position may be required to take unpaid furlough days between September 1, 2009 and June 30, 2011.
This recruitment will be used to establish a list of qualified applicants and may be used to fill future vacancies.
These positions are represented by the American Federation of State, County and Municipal Employees (AFSCME). Union members pay union dues; non-union members pay "fair share."

AGENCY OVERVIEW
This position is assigned to the Oregon Wireless Interoperability Network (OWIN) under the direction of the Department of State Police. OWIN has been charged by the
Oregon Legislature with planning and implementing the consolidation of the wireless communications infrastructure of the Oregon State Police, the Oregon Department of Transportation, the Oregon Department of Forestry and the Oregon Corrections Department. OWIN will establish a statewide public safety radio network that provides reliable, wireless communications for emergency responders at the state, county, city, special district, federal and tribal levels. This network will provide interoperability so that responders from these various jurisdictions can talk to each other. Integral to the successful construction and operation of this network is a digital microwave backbone network. This will provide connectivity to the statewide, interoperable P-25 digital trunked radio system. It will include an internet protocol platform so that users at the local level can talk to each other. The OWIN project will also be responsible for establishing statewide moderate-speed wireless data systems for use by public safety agencies in Oregon. The scope of the OWIN project is statewide and will benefit federal and state agencies, local law enforcement and fire service agencies, cities, counties, emergency medical service providers and tribal agencies. Included in the scope of work is the consolidation, reconstruction and validation of at least 170 state-owned radio facilities. The approximate cost of the system is $415 million.
DUTIES AND RESPONSIBILITIES
- Liaison between contractors and the OWIN Project staff.
- Responsible for site designs produced by the contractor are analyzed for completeness and accuracy and questions are answered and solutions are coordinated.
- Diagnose technical problems, coordinate and implement solutions, and answer technical questions regarding software application (e.g. compatibility issues, operations center software and management software), hardware (e.g., servers, WAN, Ethernet, Network, firewalls, etc.) and data (e.g., IP addresses, and DBMS) relating to the OWIN project at multiple locations with mixed environments.
- Promote, implement and support the Information Technology aspects of the OWIN Project, providing the customer w/standard interfaces, consistent service, reliability, and on-demand consumption. Develop, negotiate, communicate and align IT technology requirements with appropriate environmental conditions at multiple remote and communication center locations to ensure smooth integration. Deals with technical problems with multiple vendors
- Provides customer assistance to the State Interoperable Executive Committee (SIEC), and the 35 local partnerships established for Phase I of the OWIN Project.
- Develop, install and maintain the appropriate facility management software and hardware capabilities to manage as built and completed communications facilities in accordance with Motorola R56 standards. Including the development and implementation of specialty designs as required by the OWIN Engineering group to meet OWIN project demands.
- Manage and is accountable for all site related design and engineering work as well as maintaining a current repository of site documentation and version control and compatibility.
- Is an active member in the Associated Public Safety Communications Officers (APCO) association and attends national and regional meetings. For facility resources acts as a Service Utility; Implementing a Service Oriented Infrastructure; Achieving a Common Operating Environment; and providing Enterprise Management.
- Ensure version control, relational integrity and data protection relating to the databases.
- Ensure the results of the planned OWIN Network architecture will support the baseline requirements for OWIN, and the partners’ expectations for network utilization.
- Design, install, configure, develop and maintain appropriate software and hardware and communication systems (e.g., WAN, Ethernet, Network Operations Center software, firewalls, etc) at multiple remote locations. Ensure Network architecture is integrated with multiple versions and other software.
- Define, manage and control all identified facility management and related OWIN Information technology tasks. Duties also include: scope and resource planning; activity definition, sequencing, and duration estimating; developing and managing project budgets and schedules; reporting progress; reporting status of deliverables; coordination of all project resources including IS technical staff, customers and contract staff; project communications; coordination with the project sponsor; other project managers; ensure that project resources are effectively and efficiently used; and, full responsibility for customer requirements.
- Implements the facility engineering and IT integration for the OWIN project relating to communication systems, hardware, software, and data (e.g., WANS installs, Firewall software, Enterprise DBMS software, IT Network Management). This includes created use of the partnership facilities and management of the microwave network to support various public safety users. Works in close coordination with the microwave transport vendor and project team to ensure facility engineering issues are coordinated and match project plans.
- Develop implementation plans that involve cross agency cooperation, multiple jurisdictions, and multiple vendors. Set specifications for bids for multiple vendors.
- Assist in long-term and short-term plans to ensure capacity is not exceeded by assisting in developing and monitoring system performance. Monitors tune performance of the database.
- Evaluate and recommend new platforms, DBMS, and applications for long-term and short-term needs for multiple remote sites in a mixed environment.
- Assists in planning, coordinating developing and evaluating enterprise-wide (i.e., multiple-site) facility engineering requirements for the OWIN Project relating to hardware, software, database and communication systems requirements, adhering to legal mandates.
- Ensure the OWIN Project follows the guidelines established by the industry standards for engineering communications facilities (Motorola R56).
- Recommend long-term and short-term plans for resource utilization and disaster recovery.
- Recommend communications standards, and ensures software (e.g., system management software) is compatible with existing systems.
- Evaluate multiple software applications, hardware and databases to insure smooth integration.
WORKING CONDITIONS
Regular work week of an eight hour shift. The Department of Oregon State Police mission is to provide services seven days a week, 24 hours a day to the citizens of Oregon. To fulfill this mission, this position is subject to scheduling variations that may include call-outs, overtime, irregular hours, varying shift assignments, and varying days off. May be subject to after-hours or holiday calls. Operate in a mixed environment in both hardware and software that will experience large expansion and change.
Due to the nature of the work, travel to other locations may be required. Locations include remote mountaintop locations in variable weather conditions. A valid drivers’ license is required.
Typical office environment also including: Daily exposure to Video Display Terminals. Occasional lifting of items up to 50 pounds.
TO QUALIFY
Your PD100 application form will be reviewed to verify that you meet the qualifications and desirables stated in this Section. To receive credit, in your own words your application form must include examples that clearly demonstrate that you have performed the skills and/or duties listed below.
- Five years of professional consultative, technical, or administrative experience, providing expert advice and leadership in the planning, development, coordination, and implementation of information systems. Experience must include at least four years of progressively more detailed experience in selection of frequencies for microwave and land mobile radio systems. Must demonstrate knowledge of restraints of frequencies caused by potentials for radio interference, selection of antenna systems required to support coverage requirements, transmitter power level requirements, antenna combiner requirements, and receiver multicouplers: and either
- At least 30 quarter (20 semester) credits in computer science; or
- Two more years of experience providing a knowledge of information systems theory and principles;
OR
- A bachelor’s degree in either electronics engineering or communications engineering may substitute for two years in experience.
Desirables:

- Experience in maintaining a SQL environment, at a minimum performing backups of the SQL environment
- Experience in developing and running queries in a SQL environment
- Experience in writing technical reports and instructional manuals for operations and users.

- Knowledge and experience with completion of FCC and FAA requirements.
- Knowledge and experience of using all available public safety frequency coordination groups.
