This is a limited duration position with the Oregon Wireless Interoperability Network (OWIN) project for the Oregon State Police (OSP). OWIN has the responsibility for planning the wireless communications infrastructure consolidation for all of the State of Oregon’s departments and agencies. This is a management service position and not represented by a union. This limited duration assignment is due to end June 30, 2011.
This recruitment will be used to establish a list of qualified applicants and may be used to fill future vacancies.
Due to budgetary shortfalls, the person appointed to this position may be required to take unpaid furlough days between September 1, 2009 and June 30, 2011.
Prior to being offered a position, finalists must pass a fingerprint-based security/criminal record background check. Conviction of a crime will not automatically preclude appointment. The circumstances involved in the conviction will be considered on a case by case basis.
AGENCY OVERVIEW
This position is assigned to the Oregon Wireless Interoperability Network (OWIN) under the direction of the Department of State Police. OWIN has been charged by the Oregon Legislature with planning and implementing the consolidation of the wireless communications infrastructure of the Oregon State Police, the Oregon Department of Transportation, the Oregon Department of Forestry and the Oregon Corrections Department. OWIN will establish a statewide public safety radio network that provides reliable, wireless communications for emergency responders at the state, county, city, special district, federal and tribal levels. This network will provide interoperability so that responders from these various jurisdictions can talk to each other. Integral to the successful construction and operation of this network is a digital microwave backbone network. This will provide connectivity to the statewide, interoperable P-25 digital trunked radio system. It will include an internet protocol platform so that users at the local level can talk to each other. The OWIN project will also be responsible for establishing statewide moderate-speed wireless data systems for use by public safety agencies in Oregon. The scope of the OWIN project is statewide and will benefit federal and state agencies, local law enforcement and fire service agencies, cities, counties, emergency medical service providers and tribal agencies. Included in the scope of work is the consolidation, reconstruction and validation of at least 170 state-owned radio facilities. The approximate cost of the system is $415 million.
SCOPE OF POSITION
- Participate with industry standard groups throughout Oregon to include, private industry, local and federal government, and state agencies.
- Identify opportunities for OWIN to align internal and external objectives.
- Assist in the integration of statewide radio project initiatives to include integrating management.
- Assist in the development and enforcement of radio project standards that are in compliance with the Guide to the Project Management Body of Knowledge (PMBOK), where it makes sense. Including: scope and resource planning; activity definition, sequencing, and duration estimating; developing and managing project budgets; team development; managing schedules and time lines; reporting progress; reporting status of deliverables; coordination and oversight of all project resources including technical staff, agency customers and contract personnel; project communications; coordination with the project sponsor; coordination with other project managers and coordinators to ensure that project resources are effectively and efficiently used; and, full responsibility for business requirements, scope management, change control, issues logs, risk identification and management, quality assurance of new system.
- Coordinate the development and maintenance of project plans and schedules for complex, wireless communication technology projects that support OWIN, public safety entities, and the State of Oregon.
- Plan and implement standard project process for issue, change, cost, schedule, procurement, communications, and scope management. Participate in meetings with state agencies involved in the project to identify and secure resources and funding to insure project success. Consults with programs in business process analysis. Coordinates preparation of consultant contracts, personnel services contracts, and flexible service contracts.
- Participate as directed in the State Interoperability Executive Committee (SIEC) and is an active member in regional planning committees such as the Associated Public Safety Communications Officials (APCO) organization.
- Serve as internal/external consultant by providing top-level guidance on the development and implementation of wireless technical projects.
- Work in conjunction with the SIEC and the Governor’s staff to determine long-term frequency spectrum management strategy for the State of Oregon.
WORKING CONDITIONS
At times, this job will require attendance at evening and weekend meetings, travel throughout the state and nation, and extended hours of work to complete special projects or to manage emergency situations affecting 24x7 mission critical services.
Locations include remote mountaintop locations in variable weather conditions. A valid drivers’ license is required.
Federal, state, and local political and organizational relationships can create a challenging environment.

MINIMUM QUALIFICATIONS
Seven years of professional project management experience that included leading and managing discrete projects from initiation and planning through closure and evaluation.
A Bachelor’s degree in Business Administration, Management, Public Administration or a closely related field may substitute for three years of the experience. An advanced degree may substitute for an additional year of experience.
Only those candidates whose experiences most closely match the desired attributes and qualifications of this position will be invited to an interview.
DESIRED ATTRIBUTES
- Possession of an Oregon Project Management Associate Certification or Project Management Professional Certification awarded by the Project Management Institute is desirable
- Experience working on a radio engineering or construction project.
- Experience establishing or working within a Project management Office
- Experience establishing project process and procedures
- Experience working on a project with Quality Assurance/Control
- Experience coordinating the work efforts of multiple vendors.
- Knowledge of State Procurement processes helpful
