$3,023 - $4,238 MONTHLY


 
The Oregon State Police (OSP) is seeking a strong leader to serve as the NICS Record Reconciliation Supervisor.  This position will oversee the NICS Records Reconciliation Team and overall project activity in support of the federal program to improve records available for firearms transfer background checks nationwide.  The position is located in Salem, Oregon.
 
This is a limited duration assignment through September 30, 2010.
 
This is a management service position and not represented by a union.
 
Due to budgetary shortfalls, the person appointed to this position may be required to take unpaid furlough days between September 1, 2009 and June 30, 2011.
 
This recruitment will be used to establish a list of qualified applicants and may be used to fill future vacancies.
 
Prior to being offered a position, finalists must pass a fingerprint-based security/criminal record background check.
 
AGENCY OVERVIEW
 
We are the provider of Premier Public Safety Services for Oregon each and every day.  Our mission is to enhance the livability and safety for the State of Oregon by protecting the people, property, and natural resources of the State.  The OSP workforce is comprised of more than 1,300 sworn and professional staff in the areas of patrol, criminal investigation, forensic services, medical examiner, state fire marshal, gaming regulation, fish and wildlife regulation, public safety communications, and information management with a biennial budget of approximately $325 million total funds.
 
SCOPE OF POSITION
 
Supervises record reconciliation research staff by the direction of personnel in duties as they pertain to the project. Direction includes planning, assigning, approving work, setting priorities and assigning work shift schedules for subordinates in order to meet established standards, goals, and objectives of the project. Directs the training of subordinates. 
 
Directs the quality control to ensure that the completed work is accurate and meets the standards of the Department and federal and/or state program requirements by reviewing portions of employees work as needed to correct deficiencies. Communicates, directs and approves improvements to operations procedures in consultation with the Records Program Manager.  Track, analyze and report progress made regarding the number of records completed and ready to be made available to various federal systems – whether directly entered or ready for transfer, as well as the number of records anticipated that will not be available for one reason or another.
 
Analyze and assess discrepancies within records that may cause them not to be transferred to federal systems through the normal process.  Make recommendations for addressing these anomalies and reaching resolution on an ongoing basis.  Assist in the development of the NICS Record Improvement Plan and data transfer in consultation with the other participating agencies.  This plan will document the preferred manner of record transfer and/or reporting of data into the appropriate database(s) for access by NICS. 
 
WORKING CONDITIONS
 
Regular work week of an eight hour shift.  The Department of State Police mission is to provide services seven days a week, 24 hours a day to the citizens of Oregon. To fulfill this mission, this position is subject to scheduling variations that may include call-outs, overtime, irregular hours, varying shift assignments, and varying days off. Public speaking and appearances before criminal and non-criminal justice agencies and public groups. Occasional overnight travel of extended duration. May be subject to after hour calls pertaining to ISS operations. Travel for job related purposes may be required. Typical office environment also including: Daily exposure to Video Display Terminals. Occasional contact with the public for fingerprinting. Occasionally exposed to cleaning agents for office equipment (including fingerprint ink clean up). May have contact with angry, hostile people by telephone and in person.   Local travel could be necessary to obtain data for review or be on site during the review process.
 
 
TO QUALIFY
 
Your PD100 application form will be reviewed to verify that you meet the qualifications and skills stated in this Section.  To receive credit, in your own words your application form must include examples that clearly demonstrate that you have performed the skills and/or duties listed below.
 
• three years of office management experience; or three years of supervisory experience over office, technical, or support staff, including responsibility for a) hiring; b) training; c) assigning and reviewing work; d) doing performance appraisals; and e) handling disciplinary action.
 
One year of the experience must have included supervision over multiple support functions.
