ADMINISTRATIVE SPECIALIST 2
(Telephone Coordinator - Lim Duration)

$1,293 - $1,774 MONTHLY


This limited duration part-time position is with the Oregon State Police in Salem, Oregon.  This limited durations assignment is through June 30, 2011.
 
This recruitment will be used to establish a list of qualified applicants and may be used to fill future openings.
 
Due to budgetary shortfalls, the person appointed to this position may be required to take unpaid furlough days between September 1, 2009 and June 30, 2011.
 
These positions are represented by the American Federation of State, County and Municipal Employees (AFSCME).  Union members pay union dues; non-union members pay "fair share." 
 
Prior to being offered a position, finalists must pass a fingerprint-based security/criminal record background check. Conviction of a crime will not automatically preclude appointment. The circumstances involved in the conviction will be considered on a case by case basis.
 
AGENCY OVERVIEW
 
We are the provider of Premier Public Safety Services for Oregon each and every day.  Our mission is to enhance the livability and safety for the State of Oregon by protecting the people, property, and natural resources of the State.  The OSP workforce is comprised of more than 1,300 sworn and professional staff in the areas of patrol, criminal investigation, forensic services, medical examiner, state fire marshal, gaming regulation, fish and wildlife regulation, public safety communications, and information management with a biennial budget of approximately $325 million total funds.
 
DUTIES AND RESPONSIBILITIES
 
Administers and implements the Department’s telephone and cell phone program, including but not limited to land lines, pagers and cellular telephones, provides financial and technical advice, assisting in day to day operations of remote sites. Interprets and applies polices and past practices to make decisions regarding the use of telephones and telephone equipment, which requires independent judgment. This position acts as the agency expert providing guidance and support to agency personnel.  This includes maintaining market knowledge to assure the most cost effective service and other opportunities for savings. This position is accountable for recommending adjustments to meet shifting priorities or business needs and trends.
 
Monitors telephone, pager, and cell phone reports, invoices and customer feedback to evaluate program effectiveness and ensure compliance with procedures and policies. Through feed back from staff and personal review evaluate service providers (vendors) and take action to correct deficiencies and affect program improvement through written and oral negation and correspondence. Monitors OSP’s pager and telephone usage, and program in general.  Provides for repair of equipment and spare equipment necessary to ensure field staff has operational phones and pagers. Often times, creative processes are needed to provide urgent fixes. Performs program audits and assist the fiscal section in resolving billing issues by interpreting policies and procedures. This is a single point of contact function for all of OSP.
 
WORKING CONDITIONS
 
Physical activity will include:  occasional lifting over 50 pounds, working in awkward positions such as bending over or laying on uneven surfaces, standing and walking on surfaces ranging from smooth concrete to loose gravel and soil, working indoors, working outdoors and in occasional inclement weather . Frequent driving to and from other Department Stations, agencies and equipment vendors. Prolonged periods of sitting.
 
TO QUALIFY
 
Your PD100 application form will be reviewed to verify that you meet the qualifications and skills stated in this Section.  To receive credit, in your own words your application form must include examples that clearly demonstrate that you have performed the skills and/or duties listed below.
 
Two years of experience as an administrative specialist or executive support specialist which included administrative support for a project, program, or operation. Administrative support includes those duties beyond clerical/secretarial such as: interpretation of laws, rules, and regulations; administrative data collection and analysis; and evaluation of projects, processes, and operations; OR
 
an equivalent combination of training and experience.
 
One year of postsecondary education may be substituted for up to one year of the experience.
 
To receive credit for all required/related coursework, you must submit a photocopy of your transcripts with your application.
