HUMAN RESOURCE ANALYST 2
$3,855 - $5,406 MONTHLY


 
This position is with the Oregon State Police, Human Resource Services Section located in Salem, Oregon.  Our human resources team is looking for a dynamic, analytical person to join our Department. 
 
This is a management service position and not represented by a union.
 
Due to budgetary shortfalls, the person appointed to this position may be required to take unpaid furlough days between September 1, 2009 and June 30, 2011.
 
AGENCY OVERVIEW
 
We are the provider of Premier Public Safety Services for Oregon each and every day.  Our mission is to enhance the livability and safety for the State of Oregon by protecting the people, property, and natural resources of the State.  The OSP workforce is comprised of more than 1,300 sworn and professional staff in the areas of patrol, criminal investigation, forensic services, medical examiner, state fire marshal, gaming regulation, fish and wildlife regulation, public safety communications, and information management with a biennial budget of approximately $325 million total funds.
 
SCOPE OF POSITION
 
Exercises broad knowledge and technical expertise in a variety of human resource practice areas such as: analysis of complex human resources issues and work flow processes and the development of policies and procedures to continuously improve service delivery. Promotes a proactive employee relations program through communication, awareness of Department policies and procedures, and familiarity with the three governing union agreements.
 
Provides guidance and advice to all OSP employees. Serves as an internal management consultant to help resolve workforce issues and to identify opportunities to improve staff effectiveness and efficiency. Interacts with the Payroll Manager to resolve pay-related issues. May serve as a point of contact for audits affecting the Department's human resource management function.
 
Reviews and allocates positions within the statewide classification system and assists with the management of classification studies. Recommends allocation of positions after completing classification/allocation reviews. Works cooperatively with DAS and other agencies in developing classifications utilized by the State. Performs desk audits to assess proper classification allocation and initiates work out of class as appropriate. Makes FLSA determinations as to exempt/non-exempt status. Coordinates and/or prepares reclassification packages and budget requests. Monitors position numbers, PICS data, double-fill, temporary and limited duration appointments.
 
Receives and processes employee Family Medical Leave requests. Coordinates leave requests with payroll section to integrate employee benefit coverage. Applies regulations and policies to leave situations; integrates family leave and worker compensation regulations to process leave requests. Determines when medical certifications are needed in cases of employee limitations and obtains medical certification.
 
WORKING CONDITIONS
 
Statewide travel is possible, although infrequent, with occasional overnight stays.
 
Requires work on a personal computer with mainframe interface for extended periods of time.  May assist other staff in moving files or boxes of files weighing up to 30 pounds. Requires frequent usage of four-drawer lateral file cabinets throughout the day.
 
Requires the ability to meet a multitude of mandated deadlines from internal and external sources (i.e., DAS, Superintendent's office, Payroll Section, and other OSP Divisions, Districts, Field Offices)
 
TO QUALIFY
 
To receive credit, in your own words your application form must include examples that clearly demonstrate that you have performed the skills and/or duties listed below.
 
A bachelor’s degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a job-related course of study determined by the appointing authority; and two years of Human Resource professional-level experience related to the position.   OR
 
Valid Certification as a Professional in Human Resource awarded by the Human Resource Certification Institute, and three years Human Resource professional-level experience related to the position.  OR
 
Five years Human Resource experience related to the position. Three of the five years must have been at the professional-level.
 
A master’s degree in any of the above listed courses of study may substitute for one year of professional-level experience.
