The Special Investment Partnership (SIP) is a funding tool that OWEB may elect to use in situations where an important and extremely beneficial project (or group of related projects) requires an interaction or funding mechanism different than those provided by OWEB’s grant programs. The goal of the SIP is the same as that of OWEB overall – to help create and maintain healthy watersheds and natural habitats that support thriving communities and strong economies.
In September 2007, the Board reserved some $12 million for SIP for the 2007-2009 biennium. Partnerships have been established in the Upper Deschutes and Willamette basins and additional SIP are being considered for the Rogue basin, the Klamath basin, coastal lands, and for forest/rangeland biomass utilization.
OWEB staff presented progress reports to the Board at several quarterly meetings. The reports provide background material and describe potential projects.
