OWEB's administrative rules for water acquisition grants were adopted in 2005. Since that time, OWEB staff, through consultation with grantees, other funders, stakeholders and the interested public, have identified constraints and inefficiencies in the agency's water acquisition program. The proposed rules establish process improvements that will result in increases in the efficiency, transparency, and effectiveness of the acquisitions grant-making program.
Changes under the proposed rules include:
• Expanding eligible costs that can be covered with OWEB funds and revising qualifying matching contributions;
• Creating opportunities for coordinating and partnering with other funders of water acquisition projects;
• Outlining the Board and Director approval processes and the process for distribution of funds; and
• Proposing other minor adjustments.
The proposed rules also state that, following adoption of these rules, the Board will develop and approve a revised grant-making process (including both application and evaluation procedures) and identify priorities for water acquisition investments. This information will be made publicly available.

The public comment period for the proposed rules begins on May 1, 2013 and will close at 5:00 p.m. on May 17, 2013.
