Ballot Measure 76
The passage of Ballot Measure 76 in November 2010 opens the door to new possibilities regarding OWEB’s grant program. OWEB views the 2011-13 biennium as a time of transition during which OWEB will work with stakeholders to consider and explore:
  • Long-term funding and policy priorities
  • Simplifying OWEB budget categories, including the consideration of greater flexibility for indirect and direct costs
  • Continuing to streamline grant applications
  • Continuing to move toward more online processes and tools

What are the immediate effects of Ballot Measure 76?
Generally, OWEB believes that what we’ve been funding under Measure 66 since 1999 is eligible for funding under Measure 76. OWEB is not planning to make any immediate changes to its grant programs or funding schedule, although this may change based on direction from the Governor and discussion by the OWEB Board in July and September of 2011.

The document below is intended for grantees, Regional Review Team members, and other stakeholders who are interested in the details of what has changed and what has not changed for the October 2011 grant cycle.

To implement Measure 76, the 2011 Legislative Assembly passed SB 342 in June 2011. SB 342 creates the new grant and operating funds needed under Measure 76 and makes other changes for consistency with the intent and language of Measure 76.

What are the immediate next steps?
Rulemaking
 
OWEB is undertaking a rulemaking effort to make the immediate changes necessary to continue to operate existing grant programs.  The public comment period for the proposed rule amendments will run from August 1-22, 2011, with a public hearing on August 22 at 10 am in Salem at the State Lands Building.

Spending Plan and Priorities
 
OWEB will work with its stakeholders to consider long-term funding and policy priorities.

Grant Program Offerings
  • We will complete the April 2011 grant cycle with Board awards in September 2011. Funding for these grants will be from 2011-2013 biennium Ballot Measure 76 grant funds.
  • The Board will consider funding for the Small Grant Program at the September 2011 Board meeting.
  • We are offering a grant cycle in October 2011 with Board awards in March 2012. The OWEB Board will accept Restoration, Acquisition, Technical Assistance, Monitoring, and Outreach grant applications for this cycle.
