Waller "And How are the Children in Oregon?" 9:15 - 10:15 National Perspective Keynote -- Shay Bilchik "A Multi-Systems Focus on the Over-Representation of Children of Color in the Juvenile Justice and Child Welfare Systems" This presentation will explore the over-representation of children of color in the juvenile justice and child welfare systems.  It will focus on the data that depicts this phenomenon, as well as the research that helps us better understand various contributing factors and events across these two systems of care.
