"A Multi-Systems Focus on the Over-Representation of Children of Color
in the Juvenile Justice and Child Welfare Systems"

This presentation will explore the over-representation of children of color in the juvenile justice and child welfare systems.  It will focus on the data that depicts this phenomenon, as well as the research that helps us better understand various contributing factors and events across these two systems of care.

Mr. Bilchik will describe how a multi-systems approach could be utilized to address this problem -- with the child welfare and juvenile justice systems working more collaboratively in attacking many of the factors that contribute to this over-representation.  He will advance the position that it is only through such a strategy that significant and sustained reductions in disproportionality and disparate treatment of children of color will be achieved.
