The Oregon Youth Authority (OYA) has a tremendous opportunity for a leader to provide strategic planning, goal setting, policy direction, and program management for their organization. This is a full-time, executive service position located in Salem, Oregon. This Executive Service position is appointed by, reports to, and serves at the pleasure of the Director of the Oregon Youth Authority.
INFORMATION ON THE OYA
The Oregon Youth Authority (OYA) mission is to protect the public and reduce crime by holding youth offenders accountable and providing opportunities for reformation in safe environments. OYA provides services to protect the public and reduce juvenile crime through OYA programs and partnerships with local communities and counties. TO QUALIFY FOR THIS POSITION

Four years of executive level management experience in a programmatically complex organization, with a working knowledge of governmental process and its rules and practices. Experience must include:
a) development of program rules and policies;
b) development of long and short-range goals and plans;
c) program evaluation; and
d) budget preparation.
Graduate level courses in management may be substituted for one year of the required experience. (Transcripts must be submitted for all education used as a means to qualify).

DUTIES AND RESPONSIBILITIES
The Assistant Director for Business Services is a member of the executive team and participates in the overall agency strategic planning, goal setting, policy determining, and program management of the organization with the OYA Executive Management Team. The person in this position reports to the Director of the Oregon Youth Authority and has primary responsibility for the administrative services functions of the department. Major duties include, but are not limited, to the following essential functions:
Plans, organizes, directs and controls the business management and administrative services for the agency. Advises the Director of the Oregon Youth Authority, OYA managers and supervisors, and others on budgetary and fiscal matters and related operational procedures.
Directly supervises the managers of the Accounting, Budget/Contracts, Information Services, Employee Services, and Facilities Management Sections. Through these managers, indirectly supervises 75 staff. Establishes the agency’s business-related policies and assures agency operating procedures are in accordance with relevant state and federal regulations.
Manages the agency’s real property including owned land, buildings and properties leased to and by the agency. Directs the long-range planning for physical capacity needs of youth offenders committed to OYA’s close custody facilities. Sets priorities and develops long-range plans for more effective use of resources within a complex organization involving state-operated facilities, state-administered programs, intergovernmental agreements, and contracted services.
Serves as chief financial officer and directs the preparation, presentation, review, and execution of the agency budget including representing the agency at the Department of Administrative Services, the Governor’s Office, legislative hearings and emergency board meetings. Maintains fiscal oversight of agency, reports fiscal status to the Director and recommends resource allocation as necessary to carry out agency mission and specific program goals. Develops revenue-enhancing initiatives and approves all federal grant proposals.
Assures the ongoing review and analysis of the Youth Authority’s business activities to ensure the efficient and effective operation of OYA and to preclude state and federal audit exceptions by identifying and resolving fiscal/accounting problems and implementing improved control measures in accordance with sound accounting principles and state and federal laws, rules and policies.
Direct the development and operation of the state’s Juvenile Justice Information System (JJIS). Chairs the JJIS Steering Committee and works through this state-county partnership to provide information services that give a comprehensive statewide view of information about juvenile offenders. Responsible for high-level administration of the JJIS security system as the JJIS Data Steward
WORKING CONDITIONS
Frequent extended hours. Occasional overnight travel required. Required valid Oregon Driver’s License and acceptable driving record. This position occasionally enters close custody facilities which require, as a primary responsibility, strict adherence by each employee to security measures at all times to assure the custody, control, and supervision of youth offenders. OYA Facilities and offices are tobacco free.
