(Human Resource Analyst 3)

The mission of the Oregon Youth Authority (OYA) is to protect the public and reduce crime by holding youth offenders accountable and providing opportunities for reformation in safe environments.  In support of this mission, the Agency Director’s Message states:
 
 “The OregonYouth Authority's mandate is multi-faceted. Our most important charge is to protect the public and hold youth offenders accountable for their behavior.  But at all levels of the organization, our greatest challenge is to provide youth with opportunities to learn personal responsibility, develop social skills, and make positive choices for themselves. Our goal is to prevent youth from moving deeper into the juvenile justice or the adult corrections systems”.
 
As an OYA employee, individuals are a part of the team responsible for the supervision, management and administration of correctional facilities, parole and probation services, community out-of-home placements, and other functions related to state programs for youth corrections.  These responsibilities are provided for youth offenders from diverse cultures and backgrounds ranging in age from 12 to 18 (in some cases up to age 25).  The youth offenders may reside in one of ten OYA-operated facilities located around the state or may be involved with services under the jurisdiction of OYA such as parole and probation.

GENERAL INFORMATION 
  • This position is with the OYA’s Employee Services Unit, located in Salem.
  • This recruitment is open to anyone meeting the qualifications listed in the “TO QUALIFY” section below.

  • This position may be filled as an underfill opportunity.  Applicants who do not meet the requirements for the Human Resource Analyst 3 (X1322) but do meet the requirements for the Human Resource Analyst 2 (X1321) may apply.  See the “To Qualify” section for the requirements.  If an applicant is hired as a Human Resource Analyst 2, they will be reclassified to the Human Resource Analyst 3 at the time they meet the requirements for the higher level.  The pay scale for the Human Resource Analyst 2 is $3,558 - $5,238 monthly.

  2. subject to pre-employment drug testing.
  • A benefit of this position is participation through the Public Employees Retirement System (PERS) in the Oregon Public Service Retirement Plan (OPSRP) with employer contributions. This position is  designated as “General” membership with PERS

TO QUALIFY

Human Resource Analyst 3
  • A bachelor’s degree in Human Resource Management, Organizational Behavior or Development, Business of Public Administration, the Applied Behavioral Sciences, Industrial Relations; and three years of professional-level Human Resource experience related to the position.  OR
  • Valid certification as a Professional in Human Resource awarded by the Human Resource Certification Institute and four years Human Resource Professional-level experience related to the position.  OR
  • Six years Human Resource experience related to the position.  Four of the six years must have been at the professional-level.
 
NOTE:  A master’s degree in any of the above listed courses of study may substitute for one year of professional-level experience.
 
Human Resource Analyst 2 - Underfill Option
  • A bachelor’s degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, or Industrial Relations; and two years of Human Resource professional-level experience related to the position; OR
  • Valid Certification as a Professional in Human Resource awarded by the Human Resource Certification Institute, and three years Human Resource professional-level experience related to the position; OR
  • Five years Human Resource experience related to the position. Three of the five years must have been at the professional-level.
 
NOTE:  A master’s degree in any of the above listed courses of study may substitute for one year of professional-level experience.
 
Dependent upon the applicant pool, applicants who qualify for Human Resource Analyst 3, may be given first and only invitation to an interview. If the HRA 3 applicant pool is insufficient, those who qualify for Human Resource Analyst 2, and most closely match the requirements of the position, may be invited for an interview as well.
 
DUTIES AND RESPONSIBILITIES
 
This position will provide consultation and technical assistance to agency managers, supervisors, and bargaining unit employees on matters regarding personnel administration and management under merit system rules and laws, other pertinent labor relations related laws and rules, as well as two separate bargaining contracts.  Major duties:
  • Provide consultation to agency management and bargaining unit employees in the interpretation and application of personnel rules, merit system law, collective bargaining agreements, safety, and policies and procedures.
  • Participate as a member of the state management collective bargaining negotiation team.
  • Conduct and/or coordinate the employee recruitment and selection process.
  • Work with all levels of agency staff on progressive discipline and grievance processes and effectively recommending agency action.  Advise and assist agency managers and/or supervisors in responding to first level grievances.  Respond as agency head designee to level 2 grievances.  Investigate discrimination and sexual harassment grievances/ complaints and prepare response/determine appropriate action.  Research complaints and respond to Bureau of Labor or EEOC charges.  Attend mediation fact finding and/or arbitration meetings as agency representative or as a witness.
  • Perform desk audits, position analysis, and other reviews to determine appropriate position relationships and position class allocations.  Review proposed new statewide classes, participate in and/or develop agency-specific class specifications or make revisions to current class specifications.
  • Develop or participate in developing or revising agency policies.
  • Train agency managers and supervisors on a one-to-one basis and informal training sessions on personnel issues and policies.

  • Typical office environment. 
  • Some travel is required. 
  • You must have a valid driver’s license and an acceptable driving record.
  • Frequent work in secure youth correctional facilities.

2. Describe your experience and training in working with a State merit based personnel system. If you have not worked in a State merit based personnel system, give the experience you have had with a merit-based personnel system.  Please be specific when describing the types of employees who worked in your agency/organization (i.e., represented by labor unions, contract employees, management, etc.) include a description of operating parameters (i.e., contracts, laws, rules, policies, procedures, etc.)
