ACCOUNTING TECHNICIAN 2
$2,199 - $3,135 MONTHLY


The mission of the Oregon Youth Authority (OYA) is to protect the public and reduce crime by holding youth offenders accountable and providing opportunities for reformation in safe environments.  In support of this mission, the Agency Director’s Message states:
 “The OregonYouth Authority's mandate is multi-faceted. Our most important charge is to protect the public and hold youth offenders accountable for their behavior.  But at all levels of the organization, our greatest challenge is to provide youth with opportunities to learn personal responsibility, develop social skills, and make positive choices for themselves. Our goal is to prevent youth from moving deeper into the juvenile justice or the adult corrections systems”.
As an OYA employee, individuals are a part of the team responsible for the supervision, management and administration of correctional facilities, parole and probation services, community out-of-home placements, and other functions related to state programs for youth corrections.  These responsibilities are provided for youth offenders from diverse cultures and backgrounds ranging in age from 12 to 18 (in some cases up to age 25).  The youth offenders may reside in one of eleven OYA-operated facilities located around the state or may be involved with services under the jurisdiction of OYA such as parole and probation.

GENERAL INFORMATION
  • The Oregon Youth Authority (OYA) provides services to protect the public and reduce juvenile crime through OYA programs and partnerships with local communities and counties.
  • This position is with the OYA’s Accounting Department located in Central Office in Salem.
  • This recruitment will be used to establish a list of qualified people.
  • This recruitment is open to anyone meeting the minimum qualifications listed below.
  • This position may be filled as an underfill opportunity.  Applicants who do not meet the requirements for the Accounting Tech 2 (C0211) but do meet the requirements for the Accounting Tech 1 (C0210) may apply.  See the “To Qualify” section for the requirements.  If an applicant is hired as an Accounting Tech 1, they will be reclassified to the Accounting Tech 2 at the time they meet the requirements for the higher level.  The pay scale for the Accounting Tech 1 is $1,894 - $2,610 Monthly.
  • This position is designated General Membership with the State Retirement Program.
  • Applicants who are interviewed are subject to a fingerprint-based criminal record check.  Conviction of a crime will not automatically preclude appointment.  The circumstances involved in the conviction will be considered.

TO QUALIFY
 
Your PD 100 (application form) will be reviewed to verify that you meet the qualifications stated in this section.  To receive credit, your application form must clearly show that you have:
 
Accounting Tech 2
  • two years of technical support accounting experience. One year of the experience must include the calculation, recording and maintenance of routine accounting information; OR
  • at least 36 quarter (24 semester) credit hours from an accredited college, university or vocational-technical school that includes 9 quarter (9 semester) hours in accounting.
Training or experience must include operating a ten-key calculator by touch and using a computer to enter, update or retrieve information.
 
NOTE:  to receive credit for required courses, submit a photocopy of transcripts.
 
Accounting Tech 1 - Underfill Option
  • one academic year of high school bookkeeping or accounting courses; OR
  • one year of experience processing, recording, or compiling accounting or bookkeeping information; OR
  • at least 6 quarter (4 semester) credit hours in accounting.
Training or experience must include operating a ten-key calculator by touch and using a computer to enter, update, or retrieve information.
 
NOTE:  to receive credit for required courses, submit a photocopy of transcripts.
Credits must be from an accredited college, university, or vocational-technical school.
 
DUTIES AND RESPONSIBILITIES
 
This position processes accounts receivable and accounts payable timely and accurately. Processing includes applying relevant accounting methods and controls, complying with statutes and agency policies, classifying revenue and expenditures to appropriate funds and accounts, tracking errors through the accounting system and making appropriate correcting entries.
 
Major duties:
 
Accounts Receivable
  • Determine when an account receivable needs to be established;
  • Prepare and send invoices to vendors;
  • Enter A/R and receipts in accounting systems;
  • Follow established policies for collection of receivables, including preparation of referrals of past due accounts to Department of Revenue.
Accounts Payable
  • Review and enter vendor invoices in accounting systems:
    • Ensure completeness and appropriate signatures;
    • Ensure items purchased and amounts charged were appropriately authorized
    • Determine correct rates for services;
    • Determine proper coding.
WORKING CONDITIONS
 
1.  Work is performed in an office environment.
2.  Evening or weekend work may be required to meet monthly or quarterly deadlines.
3.  OYA is tobacco free.
