The mission of the Oregon Youth Authority (OYA) is to protect the public and reduce crime by holding youth offenders accountable and providing opportunities for reformation in safe environments.  In support of this mission, the agency director’s message states:
 
 “The OregonYouth Authority's mandate is multi-faceted. Our most important charge is to protect the public and hold youth offenders accountable for their behavior.  But at all levels of the organization, our greatest challenge is to provide youth with opportunities to learn personal responsibility, develop social skills, and make positive choices for themselves. Our goal is to prevent youth from moving deeper into the juvenile justice or the adult corrections systems.”
 
As an OYA employee, individuals are a part of the team responsible for the supervision, management and administration of correctional facilities, parole and probation services, community out-of-home placements, and other functions related to state programs for youth corrections.  These responsibilities are provided for youth offenders from diverse cultures and backgrounds ranging in age from 12 to 18 (in some cases up to age 25).  The youth offenders may reside in one of eleven OYA-operated facilities located around the state or may be involved with services under the jurisdiction of OYA such as parole and probation.

GENERAL INFORMATION 
  • This position is with the OYA’s Information Systems Unit, located in Salem.
  • This recruitment is open to anyone meeting the qualifications listed in the “TO QUALIFY” section below.
  • Applicants offered employment will be:
  1. subject to a fingerprint-based criminal record check (conviction of a crime will not automatically preclude appointment; the circumstances involved in the conviction will be considered); and
  2. subject to pre-employment drug testing.
  • A benefit of this position is participation through the Public Employees Retirement System (PERS) in the Oregon Public Service Retirement Plan (OPSRP) with employer contributions.
  • All positions in OYA require the incumbent to serve as a “Mandatory Reporter” of child abuse.
TO QUALIFY

ALLcandidates must have:
  • Six years of experience in supervision, staff technical or professional-level work related to juvenile justice or a related field.
For candidates who are CURRENTLY EMPLOYED with OYA:
  • The above experience must have included at least two years of program/project leader responsibility involving one or more of the following areas: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation and/or project evaluation, OR d) monitoring and controlling or preparing a budget.
For candidates who are NOT EMPLOYED with OYA:
  • The above experience must have included at least two years of supervision and management of a program section or unit which included: a) development of program rules and policies; b) development of long and short-range goals and plans; c) program evaluation; and d) budget preparation.
NOTE:  (For all candidates) A Bachelor's degree or equivalent course work (144 quarter or 96 semester hours) in a field related to management, such as Business or Public Administration, or a field related to the program of the employing agency, may be substituted for up to three years of the required experience, but will not substitute for the two years of specialized experience.

DUTIES AND RESPONSIBILITIES
 
The Oregon Youth Authority and the County Juvenile Departments have formed a partnership to develop and implement a statewide, computerized, Juvenile Justice Information System (JJIS). JJIS is a custom designed and custom developed computer application.  It is at tool used by juvenile justice staff to help manage their caseloads in addition to providing information to inform policy makers and the public on statewide and local juvenile justice trends and issues.  JJIS has far reaching impacts on the daily operations of agencies and organizations in the juvenile justice community in Oregon.  JJIS is implemented in an estimated 70 sites throughout Oregon, serving an estimated 2500 users.  User acceptance, user training, and coordination of work practices among the partner agencies are critical if JJIS is to fulfill its vision.
 
This position will manage the JJIS Training and Implementation Unit.  The function of the JJIS Training and Implementation Unit is to facilitate common work practices and workflow among partner agencies; develop the JJIS training curriculum and training materials; and provide initial and ongoing training to JJIS users.  This position will be the focal point for coordination among county partners, the OYA, and the Information System Unit. 
 
Major duties but not limited to:
 
Partnership Coordination:
  • Develop and maintain positive and open relationships among the JJIS partners; including juvenile department Directors, JJIS project management, and external partner administrators.   
  • Represent OYA and the JJIS partners at meetings, presentations, and discussions on JJIS. 
  • Participate as a member of the administrative team that directs the JJIS project.
  • Facilitate the development of ongoing user support groups. 
  • Act as the main contact between user organizations and the JJIS project, regarding training and on-going support issues.
  • Assist user sites in resolving policy and work flow issues related to JJIS.  Make recommendations for policy and procedure to help standardize practice.  Present those recommendations to the JJIS Steering Committee and/or JJIS Policy and Standards Committee as needed.
  • Monitor and evaluate the use of JJIS.  Review sites periodically, meeting with users and management.  Provide reports and recommendations to the JJIS Project Manager and Steering Committee on how to improve the use of JJIS.
  • Supervise the JJIS policy and communication staff.
Training:
  • Develop, implement, and oversee an ongoing training and support strategy for JJIS users.
  • Develop the training curriculum and training materials for JJIS. 
  • Develop and implement specialized training curriculums for partner agencies, to meet their unique needs. 
  • Coordinate implementation and training with local management and staff, the JJIS Project Manager, and other implementation and training team members.
  • Develop site specific training plans for any new business process implementation related to JJIS
  • Develop alternatives to in person training, such as tutorials, online interactive learning, videotape, and closed-circuit television training.
  • Supervise the JJIS training staff.
  • Manage the JJIS training budget.
JJIS Software Development:
  • Participate in the software development process by assisting with defining requirements, reviewing use cases and reviewing software to assure it meets requirements.
  • Oversee the Quality Assurance (QA) software testing process, in coordination with the Development Manager.   
  • Provide consultation and leadership to the JJIS partner agencies and the Information Systems staff to help define and implement evidence based best practice in juvenile justice and evidence informed case management.
  • Assist in the development of JJIS reports by providing software designers with requirements, report layout designs, and test case scenarios.
  • Supervise the JJIS QA staff.
WORKING CONDITIONS
 
JJIS is implemented in an estimated 70 sites with an estimated 2500 users.  Sites are in every county in Oregon.  In person contact must be made periodically at each site.  Presentations will be a regular part of the job.  Working with frustrated staff and management may be a frequent occurrence.  This job requires:
  • Travel throughout the State.
  • Frequent oral presentations, using the JJIS software and/or Power Point presentations.
  • Frequent written reports.
  • Setting-up computers and equipment for presentations. 
  • Some evening and weekend work.
  • May develop and manage contracts.
  • May be required to make legislative presentations.
  • You must have a valid driver’s license and a good driving record.  If not, you must be able to provide an acceptable alternate method of transportation.
  • OYA facilities are tobacco-free environments.

  2. Describe your experience in managing staff.  Include the number of people managed and the types of responsibilities the staff performed.  What lessons have you learned from this experience? 
  3.  Describe your education and experience involving computers and information systems.  Include both        software and technical experience.
