ACCOUNTANT 1
$2,610 - $3,782 MONTHLY


The mission of the Oregon Youth Authority (OYA) is to protect the public and reduce crime by holding youth offenders accountable and providing opportunities for reformation in safe environments.  In support of this mission, the Agency Director’s Message states:
 
 “The OregonYouth Authority's mandate is multi-faceted. Our most important charge is to protect the public and hold youth offenders accountable for their behavior.  But at all levels of the organization, our greatest challenge is to provide youth with opportunities to learn personal responsibility, develop social skills, and make positive choices for themselves. Our goal is to prevent youth from moving deeper into the juvenile justice or the adult corrections systems”.
 
As an OYA employee, individuals are a part of the team responsible for the supervision, management and administration of correctional facilities, parole and probation services, community out-of-home placements, and other functions related to state programs for youth corrections.  These responsibilities are provided for youth offenders from diverse cultures and backgrounds ranging in age from 12 to 18 (in some cases up to age 25).  The youth offenders may reside in one of eleven OYA-operated facilities located around the state or may be involved with services under the jurisdiction of OYA such as parole and probation.

GENERAL INFORMATION 
  • This position is with the OYA’s Accounting Department, located in Salem.
  • This recruitment is open to anyone meeting the qualifications listed in the “TO QUALIFY” section below.
  • Note:The goal of this recruitment is to fill this position at the Accountant 1 level.  However, we encourage candidates who meet the minimum qualifications for an Accounting Technician 3 ($2,545 - $3,735 monthly) to apply, as we may consider under-filling the position.  A successful under-fill applicant must be able to meet the minimum qualifications within twenty four months of hire date. See the “To Qualify” section for the requirements. 
  • Applicants offered employment will be:
  1. subject to a fingerprint-based criminal record check (conviction of a crime will not automatically preclude appointment; the circumstances involved in the conviction will be considered); and
  2. subject to pre-employment drug testing.
  • A benefit of this position is participation through the Public Employees Retirement System (PERS) in the Oregon Public Service Retirement Plan (OPSRP) with employer contributions. This position is  designated as “General” membership with PERS
  • All positions in OYA require the incumbent to serve as a “Mandatory Reporter” of child abuse.
TO QUALIFY
 
Your PD 100 (application form) will be reviewed to verify that you meet the qualifications stated in this section.  To receive credit, your application form must clearly show that you have:
 
Accountant 1 Minimum Qualifications
  • A Bachelor’s degree in Accounting; OR
  • A Bachelor’s degree in any discipline that includes or is supplemented by 30 quarter (20 semester) credit hours in accounting.  Credit hours must be upper division from a system of higher education (four-year institution accredited to grant Baccalaureate degrees); OR
  • 30 quarter (20 semester) credit hours in accounting.  Credit hours must be upper division from a system of higher education (four-year institution accredited to grant Baccalaureate degrees); and *two years doing independent research and analysis which included making recommendations that resolved issues; OR
  • 30 quarter (20 semester) credit hours in any of the following: accounting principles, intermediate accounting, advanced accounting, finance, business law, cost accounting, accounting information systems, or auditing; and
  • Two years of accounting experience a) classifying, analyzing, and reconciling complex financial data and records; b) designing, recommending, and installing modifications of accounting methods, procedures, forms, and records; c) preparing audited financial transactions; and e) analyzing and interpreting complex accounts and account relationships resulting in accounting entries.
Accounting Technician 3 Minimum Qualifications Underfill
  • Three years of technical support accounting experience. Two years of the experience must include a) coding transactions and checking them for propriety, b) balancing, and c) resolving discrepancies in computer edits; OR
  • At least 90 quarter (60) semester) credit hours from an accredited college, university, or vocational-technical school that includes 12 quarter (9 semester) hours in accounting; AND must meet the minimum qualifications of the Accountant 1 within 24 months.
Training or experience must include operating a ten-key calculator by touch and using a computer to enter, update, or retrieve information.

Credits must be from an accredited college or university.  A photocopy of your transcripts must be submitted with your application form.
 
Dependent upon the applicant pool, applicants who qualify for Accountant 1 will be given an invitation to an interview. If the Accountant 1 applicant pool is insufficient, those who qualify for Accounting Technician 3, and most closely match the requirements of the position, may be invited for an interview.
 
DUTIES AND RESPONSIBILITIES
 
This position is responsible for processing accounts payable for the Oregon Youth Authority, including contract payments, general administrative payments, travel expense reimbursements, special payments, and payments related to capital construction.
 
Major duties:
  • Apply relevant accounting methods and controls in processing timely and accurate accounts payable:
    • Process vendor invoices and payments, ensuring amounts are consistent with purchase orders and vendor performance.
    • Classify expenditures to appropriate funds and accounts, track errors through the accounting system, and make appropriate correcting entries.
    • Ensure information in accounting systems and subsystems is consistent with service provider contract terms, and process contractor invoices, ensuring amounts are consistent with contract terms.
    • Ensure that transactions for general administrative payments, travel expense reimbursements, special payments, and payments related to capital construction comply with State purchasing and accounting rules.
  • Assist with preparation of annual financial reports, federal reports, internal management reports, and accounting reports.
  • Provide training to employees of purchasing and accounting rules, methods and systems.
  • Develop and maintain a desk operating manual.
WORKING CONDITIONS
  • Evening or weekend work may be required to meet accounting and reporting deadlines.
  • Normal office environment.
  • Occasional instate travel and must have a valid Oregon Drivers license and an acceptable driving record.
  • OYA facilities are tobacco free.
