The mission of the Oregon Youth Authority (OYA) is to protect the public and reduce crime by holding youth offenders accountable and providing opportunities for reformation in safe environments.  In support of this mission, the agency director’s message states:
 
 “The OregonYouth Authority's mandate is multi-faceted. Our most important charge is to protect the public and hold youth offenders accountable for their behavior.  But at all levels of the organization, our greatest challenge is to provide youth with opportunities to learn personal responsibility, develop social skills, and make positive choices for themselves. Our goal is to prevent youth from moving deeper into the juvenile justice or the adult corrections systems.”
 
As an OYA employee, individuals are a part of the team responsible for the supervision, management and administration of correctional facilities, parole and probation services, community out-of-home placements, and other functions related to state programs for youth corrections.  These responsibilities are provided for youth offenders from diverse cultures and backgrounds ranging in age from 12 to 18 (in some cases up to age 25).  The youth offenders may reside in one of eleven OYA-operated facilities located around the state or may be involved with services under the jurisdiction of OYA such as parole and probation.

GENERAL INFORMATION 
  • This position is with the OYA’s Director’s Office, Professional Standards Unit located in Salem.
  • This position is a full-time limited duration assignment through June 30, 2009. The Agency plans on seeking legislative approval/funding in order to make this a permanent full-time position. A job rotation opportunity may be considered for permanent State of Oregon employees who meet the minimum qualifications.
  • This recruitment is open to anyone meeting the qualifications listed in the “TO QUALIFY” section below.
  • Applicants offered employment will be:
  1. subject to a fingerprint-based criminal record check; and
  2. subject to pre-employment drug testing.
  • A benefit of this position is participation through the Public Employees Retirement System (PERS) in the Oregon Public Service Retirement Plan (OPSRP) with employer contributions. This position is designated as “General Membership”.
  • All positions in OYA require the incumbent to serve as a “Mandatory Reporter” of child abuse.
TO QUALIFY
 
Your PD 100 (application form) will be reviewed to verify that you meet the qualifications stated in this section.  To receive credit, your application form must clearly show that you have:
  • A Bachelor’s Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work related to policy review or investigations. OR;
  • Any combination of experience and education equivalent to five years of professional-level evaluative, analytical and planning work related to policy review or investigations.
NOTE:  Preference will be given to those applicants with prior investigative experience which included fact finding; examining records; interviewing witnesses; report writing or a combination of these skills.
 
JOB ROTATION CONDITIONS
  • Approval from the sending supervisor/manager is necessary.
  • A job rotation agreement form must be completed and signed.
  • Generally, relocation and per diem expenses will not be paid.
  • Work out of class compensation may be paid depending upon the qualifications of the selected employee.  Generally, work out of class compensation is paid if the selected employee meets the minimum qualifications of the higher classification and can satisfactorily perform the full range of duties from the beginning of the rotation.
  • The rotating employee will not change status and will remain in his/her classification and return to his/her position upon completion of the assignment.
  • The employee will remain eligible for other job opportunities.
  • Funding for the employee will be provided by OYA while on rotation.
  • The assignment may be terminated at any time.
DUTIES AND RESPONSIBILITIES
 
Work within the Professional Standards Office of the OYA to assist with the agency’s operational functions and policy management systems by conducting investigations, reviews, research, surveys and other forms of data collection in order to assist with the evaluation of organizational structure and systems for effectiveness and providing objective information to executive management staff on which to base policy and operational decisions that will assist with system improvements and moving the OYA toward its stated goals and standards for acceptable programmatic and employee performance. The position will also be responsible for conducting administrative investigations, as well as promoting employee recognition and professionalism by assisting with the administration of the Director’s Outstanding Service Award Program and by tracking employee commendations.  The position will help enhance management, policies or system strategies that will aide in process improvement for the agency and help mitigate state risk. 
 
Major duties include, but are not limited to:
  • Review complaints against the agency or any employee of the agency.  Evaluate information and documentation from preliminary review to identify legal issues, and decide jurisdiction and course of action.
  • Gathers and preserves evidence and conducts fact finding according to the rules of evidence. Participates in and may lead multi-agency investigations.  Investigate, jointly with other law enforcement agencies that have concurrent jurisdiction when appropriate. Question individuals, observe activities, and collect physical evidence. Assess statements of potential defendants, witnesses and other evidence for effectiveness in administrative hearing or to close case. Testify as necessary.
  • Researches and analyzes Federal Statutes, Oregon Revised Statutes, Administrative Rules, DAS-HRSD Personnel Rules, and collective bargaining agreements, and/or past practices and policies in order to effectively respond to issues/complaints.  Identifies problematic areas and practices, and makes recommendations for policy or procedure change.
  • Collaborate with the agency’s Research section to design and oversee the collection of data for organizational surveys and case management systems; analyze data, evaluate findings and recommend policy and operational changes.  Design complaint investigation processes and models.
  • Provide consultative advice to management, present investigative findings, facilitate meetings, and recommend policy or legislative changes. Give technical assistance and training in detection and prevention of agency rule violation.
  • Works closely with the agency’s Training Academy and other managers within the agency to provide clear and articulate training to all OYA staff regarding expectations of staff behavior, youth rights, and risk management.
  • This position may be called upon to draft legislative proposals; review and track state legislation; prepare testimony; analyze bills and propose amendments to pending bills. 
WORKING CONDITIONS
  • May require travel with overnight stays throughout the state.
  • May require contact with youth offenders and families of youth offenders.
  • Daily contact with youth offenders who may exhibit hostile and/or assaultive behavior.  Workers in this position enter close custody facilities which require, as a primary responsibility, strict adherence to security measures at all times to assure the custody, control, and supervision of youth offenders.
  • You must have a valid Oregon driver’s license and an acceptable driving record or appropriate alternative transportation.
  • OYA is a tobacco free environment.
