This position is the manager of a highly technical software development team. The incumbent will manage and coordinate the work of software developers in a technical environment of object oriented technology, Smalltalk development language, Oracle and PL/SQL, and automated test tools. The position also manages Quality Assurance staff responsible for software testing.
DUTIES AND RESPONSIBILITIES
- Oversee the development of the Juvenile Justice Information System (JJIS) and other OYA information technology initiatives.
- Manage the daily activities for Smalltalk software developers and Quality Assurance analysts.
- Provide expert technical advice to the software development staff.
- Review and approve system designs and computer code throughout the development process.
- Maintain and develop time estimates and project plans for software development projects.
- Coordinate testing, database enhancements, user training, user documentation, communication, and hardware impacts.
- Coordinate and facilitate meetings with the purpose of obtaining consensus among 37 juvenile justice agencies regarding the look and functions of Oregon’s statewide Juvenile Justice Information System (JJIS).
- Make presentations to OYA and JJIS users and partners.
- Represent OYA on committees to carry out management directions and decisions.
- Provide advice, information, and council regarding the JJIS development to high level agency managers and other state government officials.
- Mentor and coach staff as needed to help make each person a productive member of the development team.
- Responsible for all personnel actions for the individuals supervised by the position.
TO QUALIFY

ALL candidates must have:
- Six years of experience in supervision, staff-technical, or professional-level work related to the design, development, and implementation of information systems developed using Smalltalk and Oracle relational data base systems.
For candidates who are CURRENTLY EMPLOYED with OYA:
- The above experience must have included at least two years of program/project leader responsibility involving one or more of the following areas: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation and/or project evaluation, OR d) monitoring and controlling or preparing a budget.
For candidates who are NOT EMPLOYED with OYA:
- The above experience must have included at least two years of supervision and management of a program section or unit which included: a) development of program rules and policies; b) development of long and short-range goals and plans; c) program evaluation; and d) budget preparation.
NOTE: (For all candidates) A Bachelor’s degree or courses in a field related to management, such a Business or Public Administration, or a field related to juvenile justice may be substituted for up to three years of the required experience, but will not substitute for the two years of specialized experience.

WORKING CONDITIONS

- Some travel throughout the state may be required.
- The standard work hours are 8 a.m. – 5 p.m. Monday – Friday.

OREGONYOUTH AUTHORITY MISSION
The mission of the Oregon Youth Authority (OYA) is to protect the public and reduce crime by holding youth offenders accountable and providing opportunities for reformation in safe environments. In support of this mission, the Agency Director’s Message states:

Our goal is to prevent youth from moving deeper into the juvenile justice or the adult corrections systems”.
As an OYA employee, individuals are a part of the team responsible for the supervision, management and administration of correctional facilities, parole and probation services, community out-of-home placements, and other functions related to state programs for youth corrections. These responsibilities are provided for youth offenders from diverse cultures and backgrounds ranging in age from 12 to 18 (in some cases up to age 25). The youth offenders may reside in one of eleven OYA-operated facilities located around the state or may be involved with services under the jurisdiction of OYA such as parole and probation.
