The mission of the Oregon Youth Authority (OYA) is to protect the public and reduce crime by holding youth offenders accountable and providing opportunities for reformation in safe environments. In support of this mission, the Agency Director’s Message states:
“The OregonYouth Authority's mandate is multi-faceted. Our most important charge is to protect the public and hold youth offenders accountable for their behavior. But at all levels of the organization, our greatest challenge is to provide youth with opportunities to learn personal responsibility, develop social skills, and make positive choices for themselves. Our goal is to prevent youth from moving deeper into the juvenile justice or the adult corrections systems”.
As an OYA employee, individuals are a part of the team responsible for the supervision, management and administration of correctional facilities, parole and probation services, community out-of-home placements, and other functions related to state programs for youth corrections. These responsibilities are provided for youth offenders from diverse cultures and backgrounds ranging in age from 12 to 18 (in some cases up to age 25). The youth offenders may reside in one of ten OYA-operated facilities located around the state or may be involved with services under the jurisdiction of OYA such as parole and probation.

GENERAL INFORMATION
- The Oregon Youth Authority (OYA) provides services to protect the public and reduce juvenile crime through OYA programs and partnerships with local communities and counties.
- This position is with the OYA’s Linn/Benton/Lincoln County Parole & Probation Office, located in Albany, Oregon.
- This recruitment will be used to establish a list of qualified people and is open to anyone meeting the minimum qualifications listed below.
- If you are hired, you will become part of the State’s management team.
- Applicants offered employment will be:
- subject to a fingerprint-based criminal record check (conviction of a crime will not automatically preclude appointment; the circumstances involved in the conviction will be considered); and
- subject to pre-employment drug testing.
- A benefit of this position is participation through the Public Employees Retirement System (PERS) in the Oregon Public Service Retirement Plan (OPSRP) with employer contributions.
- All positions in OYA require the incumbent to serve as a “Mandatory Reporter” of child abuse.
TO QUALIFY

- six years of experience in supervision, staff technical or professional-level work related to criminal justice or treatment programs.
This experience must have included at least two years of supervision and management of a program section or unit which included: a) development of program rules and policies; b) development of long and short-range goals and plans; c) program evaluation; and d) budget preparation.
A Bachelor’s degree or courses in a field related to management, such a Business or Public Administration, or a field related to juvenile justice may be substituted for up to three years of the required experience, but will not substitute for the two years of specialized experience.

DUTIES AND RESPONSIBILITIES
The purpose of these positions is to organize and direct a unit of workers who provide case management services to probation and parole youth and their families, thereby facilitating the rehabilitation of youthful offenders. Employees in these positions supervise unit staff using legislative and policy guidelines, and they administer Juvenile Corrections programs. Supervised staff may include parole officers, parole assistants, diversion specialists, trackers, and clerical support. The positions involve developing close working relationships with county juvenile departments and a variety of other partners and stakeholders. Major duties:
- Facilitate communication between unit staff and institutions, camps, courts and community based programs
- Implement agency-wide initiatives with staff and partners.
- Assure appropriate and timely flow of cases.
- Ensure youth are provided with appropriate services.
- Assist county courts in the management of close custody Discretionary Bed Allocation.
- Develop procedures and controls to ensure compliance with federal law, administrative rules and agency policies, and to ensure appropriate practices.
- Manage program and office budgets.
- Set expectations of professionalism and quality of services for staff to follow; provide leadership and role modeling as part of this standard.
- Effectively recruit, select and develop staff.
- Address employee performance issues, complete performance appraisals, implement discipline, recognize exceptional performance.
- Train staff.
WORKING CONDITIONS
- Frequently deal with angry and dangerous delinquent youth and their families.
- Frequent instate travel, some overnight.
- On call, crisis response on 24 hour basis, seven days a week.
- Requires adhering to the dress code of the specific work site.
- Requires the ability to read, speak and write in English.
- OYA facilities are a tobacco free environment.
- Travel is required. You must have a valid Oregon driver’s license and an acceptable driving record or appropriate alternative transportation.
