The Oregon Youth Authority is recruiting for a Food Service Operation Manager. This position serves as a principal advisor for food service operations and issues affecting the Oregon Youth Authority (OYA). Monitors institutional food service expenditures; provides input for budget preparation. Represents department internally and externally relative to food service issues and provides information and recommendations to the Assistant Director of Facilities and Business Services concerning program improvement and operational matters related to food services.
As Food Service Operation Manager you will:
Administer the functions of the OYA Food Service Program, which includes statewide guidance and direction to institution food service operations. Ensure institutions food service sections deliver three dietetically certified meals to an average daily population of over 900 youth offenders, to include preparation and delivery of food in institutions dining rooms, preparation of special medical and religious diets. Work directly with facility food service managers to implement new recipes and food service projects. Provide advice to facility food services managers and Maintenance Manager on food, equipment and supplies necessary to maintain food service operations throughout the OYA.
Manage the Agency’s centralized procurement of food. Primarily the cost and inventory management of the food purchases to support the facilities food service operations. Work closely with the warehouse, inventory and vendors to ensure smooth transition of product and services into the warehouse and facilities. Direct the agencies centralized cycle menu plans with food inventory levels in the warehouses.

- Experience within a commercial or institutional dining food service department, maintaining food products and supplies; and directing other employees in methods and procedures of a high volume dining or food service facility.
- Experience in food system management including menu planning, market conditions, and nutritional requirements.
- Effective written and oral communication skills to analyze and explain complex issues clearly.
- Collaboration and relationship-building skills with a wide range of organizational members and external resources/partners.
- An ethical leadership style which includes honesty, confidence, integrity, credibility, approachability, and a strong commitment to inclusiveness, collaboration and teamwork, across all levels in an organization.
- Ability to prioritize and complete work assignments within specified deadlines.

Six years of experience in supervision; or six years of experience in staff-technical or professional-level work related to food service operations.
This experience must have included at least two years of supervision and management of a program section, or unit which included:
a) development of program rules and policies,
b) development of long- and short-range goals and plans,
c) program evaluation, and
d) budget preparation.
A Bachelor's degree or equivalent course work (144 quarter or 96 semester hours) in a field related to management, such as Business or Public Administration, or a field related to the program of the employing agency, may be substituted for up to three years of the required experience, but will not substitute for the two years of specialized experience.

GENERAL INFORMATION

- This position will be located in Woodburn at MacLaren Youth Correctional Facility
- A benefit of this position is participation through the Public Employees Retirement System (PERS) in the Oregon Public Service Retirement Plan (OPSRP) with employer contributions. This position is designated “General Membership”.

WORKING CONDITIONS
- This position is located in a close custody facility which requires, as a primary responsibility, strict adherence by each employee to security measures at all times to assure the custody, control and supervision of youth offenders.
- Staff is expected to be a positive example and role model for other staff and youth offenders. The staff is expected to be supportive toward OYA, Policies and procedures. Being a positive role model includes but is not limited to: reliability; dependability; regular and punctual attendance in order to provide consistent services and provide public safety, neat personal appearance, treating all humans with respect, and being a law-abiding citizen.
- Occasionally exposed to high noise levels, extreme temperature changes, hostile work environment including angry youth, may be exposed to harmful chemicals.
- Lifting of heavy food containers and objects up to 50 pounds, changing hot and cold environment, walking and standing long periods, stooping, bending, and maneuvering food carts.
- Facility and grounds are tobacco free.
- Respond to crisis, emergencies and concerns related to operations of the facility on a 24 hour basis.
- Overnight travel is required. Must have valid drivers license and an acceptable driving record.
OREGON YOUTH AUTHORITY MISSION
The mission of the Oregon Youth Authority (OYA) is to protect the public and reduce crime by holding youth offenders accountable and providing opportunities for reformation in safe environments.
As an OYA employee, individuals are a part of the team responsible for the supervision, management and administration of correctional facilities, parole and probation services, community out-of-home placements, and other functions related to state programs for youth corrections. These responsibilities are provided for youth offenders from diverse cultures and backgrounds ranging in age from 12 to 18 (in some cases up to age 25). The youth offenders may reside in one of eleven OYA-operated facilities located around the state or may be involved with services under the jurisdiction of OYA such as parole and probation.
