OYA is seeking an experienced professional to manage the daily operations, safety and security, staff deployment, logistics, and development of treatment programs for a regional youth correctional facility. Responsibilities include planning, coordinating, and supervising subordinate staff involved in maintaining safe and secure operations, scheduling of staff, provision of support functions, including oversight of staff development of individual client treatment plans, secure group living, medical services, food services, security services, recreations services, and support services.
AS PROGRAM DIRECTOR YOU WILL:
- plan, develop, and coordinate unit treatment programs compatible with the basic philosophy of the OYA and the standards and policies of the institution;
- ensure the effective and efficient operation of assigned sections through the use of policies, procedures, budget controls;
- determine which adult corrections remanded youth are appropriate for treatment at the institution;
- supervise staff in assigned service units;
- assure that each living unit and functional area under your responsibility is properly secure, and meets proper health, sanitation, safety , and accreditation standards;
- represent the juvenile corrections system and the Superintendent in judicial proceedings and in responding to court and attorney requests;
- maintain communications/coordination with juvenile judges, juvenile department directors, law enforcement officials, community stakeholders in the provision of services to youth on a statewide basis; and
- maintain public relations through speeches, media of public information, and tours.
APPLICATION & QUALIFICATION PROCESS:
A PD 100 (application form) that clearly describes your experience, skills and knowledge related to the requirements of this position.
Six years of experience in lead work, supervision, staff-technical, or professional-level work related to criminal justice, treatment programs, or special education.
This experience must have included at least two years of supervision and management of a program section, or unit which included:
a) development of program rules and policies;
b) development of long and short-range goals and plans;
c) program evaluation; and
d) budget preparation.
A Bachelor’s degree or equivalent course work (144 quarter or 96 semester hours) In a field related to management such as Business or Public Administration; or a field related a behavioral science may be substituted for up to three years of the required experience.

WORKING CONDITIONS
- You must have a valid Oregon driver’s license and an acceptable driving record or appropriate alternative transportation.
- Direct contact with youth offenders who may exhibit hostile, assaultive behavior.
- Responsible for staff providing security, supervision, and treatment of youth offenders. This involves interviewing, conducting hearings, and assigning and imposing discipline on emotionally unstable clientele.
- Direct and indirect supervision of staff. Will be required to periodically act as Officer of the Day.
- All OYA facilities are tobacco free.

- This position is with the Oregon Youth Authority’s Rogue Valley Youth Correctional Facility, located in Grants Pass.

OREGON YOUTH AUTHORITY MISSION
The mission of the Oregon Youth Authority (OYA) is to protect the public and reduce crime by holding youth offenders accountable and providing opportunities for reformation in safe environments.
As an OYA employee, individuals are a part of the team responsible for the supervision, management and administration of correctional facilities, parole and probation services, community out-of-home placements, and other functions related to state programs for youth corrections. These responsibilities are provided for youth offenders from diverse cultures and backgrounds ranging in age from 12 to 18 (in some cases up to age 25). The youth offenders may reside in one of eleven OYA-operated facilities located around the state or may be involved with services under the jurisdiction of OYA such as parole and probation.
