Go Oregon! at OYA
Earlier this year, Legislature passed, and Governor Kulongoski signed, a $175 million stimulus package. The Legislature’s economic stimulus package is designed to create and sustain
local construction jobs throughout the state as quickly as possible.
Agencies were asked to send a list of high-priority projects, including deferred
maintenance or new construction, that are ready to proceed except for the lack
of funding.
OYA submitted a list that totaled $9,225,863. The projects consisted of:
- Central control room renovation projects - $1,312,500
- Agencywide HVAC renovation and repair - $165,750
- Appliance replacement – $237,008
- Rogue Valley fire barrier/perimeter fence road - $31,250
- RiverBend Facility sewage lagoon repairs and effluent irrigation expansion - $123,125
- Hillcrest – Zeta Living Unit renovation - $824,172
- MacLaren campus gas HVAC conversion - $662,500
- MacLaren deferred maintenance - $1,000,796
- Hillcrest deferred maintenance – $1,118,089
- Oak Creek fire barrier/perimeter fence road - $31,250
- Hillcrest gymnasium renovation - $50,830
- Hillcrest high school interior repaint and asbestos floor replacement - $300,000
- MacLaren high school interior repaint and asbestos floor replacement - $300,000
- Tillamook school house construction completion - $1,220,631
- Young Women’s Transitional Program (Corvallis House Replacement) new construction at Oak Creek. - $1,847,962 (from stimulus package toward total of $2.8 million)
State Economic Recovery Dollars - Statewide Information
Go Oregon! authorizes the sale of bonds to fund important capital projects at public facilities throughout Oregon.
Go Oregon! will quickly make $175 million available to pay for construction, renovation and major deferred maintenance of buildings and other facilities owned by state government, local communities, universities and community colleges. It will create badly needed jobs, reinforce existing jobs, and inject money into Oregon’s communities. By helping to “prime the pump” of the state economy, Go Oregon! will benefit everyone—businesses and wage earners alike.

The Oregon Way at OYA
Included in the federal stimulus package signed by President Obama was an increase in the Medicaid percentage rate matched by the federal government.
For Oregon, this increase means that the federal government will provide around 71 percent of the cost of Medicaid health services. The remaining amount – 29 percent – is State of Oregon general funds. The 71/29 split is much different from the 62/38 split that applied to Oregon prior to the stimulus package.
The best news for our state is that not only does the increase apply from now through 2010, it also applies to Medicaid services that were provided from October 2008 until the present.
OYA’s behavioral residential services are funded in large part with Medicaid dollars. Additionally, certain Targeted Case Management activities provided by OYA field staff are also Medicaid eligible services.
The bottom line is that OYA will be reimbursed an additional $1.5 million in Medicaid funds through June 2009 as a result of the federal stimulus. A portion of the increased revenue is going toward reducing the cuts the agency will have to take for the rest of this biennium. The remainder will be applied to meet the state’s other service needs in this time of severe budget shortfall.
Federal Economic Recovery Dollars - Statewide Information
Thanks to the passage of the American Recovery and Reinvestment Act, the Federal government has set aside approximately $37 billion in competitive grant dollars to help states recover from the recession. Governor Kulongoski created The Oregon Way Advisory Group to enable the state to compete more effectively for this money. The Advisory Group will also ensure that the money creates immediate and long-term job opportunties for Oregonians.

Oregon Government Waste Hotline
The Oregon Secretary of State Audits Division has developed an online reporting site, hosted by Global Compliance, Inc., where citizens and government employees with concerns about Oregon government waste and inefficiency, including misuse of federal stimulus funds, can report their concerns.
