PRINCIPAL EXECUTIVE/MANAGER F
(Chief Financial Officer)

$5,671 - $8,774 MONTHLY


                                                        POSITION OVERVIEW
The position is the Chief Financial Officer of the agency. This position administers the Fiscal Services Division programs. This position’s duties include financial leadership, policy development, planning, and management of the Division. The position leads a Division that is responsible for all agency financial matters including financial reporting, budget preparation and execution, coordination of actuarial services, contracting and procurement, development of legislative fiscal impact analyses, and the administrative rules related to the Division.  The Fiscal Services Division administrator advises the PERS Board regarding the distribution of investment earnings to reserves as well as other PERS’ financial and tax matters.  This position, along with other PERS’ executives, is involved in the planning, policy development, and operational decisions of the agency as a whole.
 
                                                                TO QUALIFY

MINIMUM QUALIFICATIONS
Four years of management experience in a public or private organization which included responsibility for each of the following:
 
a)   development of program rules and policies;
b)   development of long- and short-range goals and plans;
c)    program evaluation; and
d)    budget preparation.
 
Graduate level course work (48 quarter or 32 semester hours) in management may be substituted for one year of the required experience. To receive credit for required courses, you must submit a photocopy of transcripts.
 
In the "Work History" section on your application, you must clearly describe your experience in each of the a), b), c), d) areas listed. Failure to provide this information may result in eliminating your application from further consideration.
 
 
DESIRED COMPETENCIES
Qualifying applications will be reviewed based upon the desired competencies. Those candidates whose experience best matches the desired competencies will be selected for interviews. Please use your cover letter to describe how you meet the following competencies:
 
Experience in financial and fiscal administration in a government or public service setting.
 
Experience managing substantial annual budgets with multiple divisions.
 
Experience managing complex projects in an organization that offers a diverse group of programs or services.
           
Experience reflecting management skills and talents. This includes but is not limited to; the ability to build teams, motivate staff, coach, mentor and develop staff; the ability to create an environment that empowers staff to be innovative and creative; and the ability to create and manage change.
 
 Experience with GAAP and tax reporting.
 
 Experience communicating in written, verbal, and group presentation formats. 
           
 Professional certification such as CPA, CIA or CMA is desirable, but not required.
