The Oregon Public Employees Retirement System (PERS) is seeking a Information Systems
Specialist 6. This is a full-time, permanent position. This position is represented by the Service Employees International Union (SEIU)/Oregon Public Employees Union (OPEU).

TO QUALIFY

MINIMUM QUALIFICATIONS
Four years of professional, consultative, technical, or administrative experience designing, constructing or analyzing information systems. Experience must include activities in:
 
(a) Responsibility for the operational integrity and security of enterprise-wide production database infrastructures, including Microsoft SQL Server clusters;
 
(b) Responsibility for administering production implementations of either PostgreSQL, Oracle or IBM DB2;
 
(c) Monitoring infrastructures using SNMP and/or SYSLOG protocols and tools;
 
(d) A working knowledge of the Microsoft Windows command shell, and at least one of either ksh, bash, Perl, Python, PowerShell, Tcl or MVS/JCL;
 
(e) Preparing written technical architecture and design documents.

and either:
(a) at least 30 quarter (20 semester) credits in computer science; or 
(b) two more years of experience providing a knowledge of information systems theory and principles.
 
15 quarter (10 semester) graduate-level computer science, software engineering, information systems, or equivalent credits may substitute for one year of the professional experience. To receive credit for required courses, you must submit a photocopy of transcripts.

PURPOSE
This position ensures the operational integrity of the computing and communications infrastructure; with specific focus on the planning, design, construction, implementation, operation, tuning, security and ongoing support of the PERS multi-vendor (e.g. MS SQL Server, PostgreSQL, Oracle, DB2), multi-platform (e.g. MS Windows, Linux, IBM z/OS), Agency-wide data bases. This position is primarily an Agency-wide production support role.
 
MAIN DUTIES
Provides third-level problem diagnosis and resolution for data base related issues affecting both internal and external customers.
 
Assures the most current stable version of data base products are tested and deployed in a timely fashion, to the extent practical given the mix of operating systems, hardware platforms, and application software in question.
 
Plans, coordinates, tests and deploys data base related maintenance upgrades, as well as data base migration/conversion efforts.
 
Promotes and facilitates consistent data structures, data sharing, data security and data integrity throughout the Agency.
 
Monitors and maintains data base security and access controls used by internal and external customers.
 
Monitors and optimizes data base performance and storage.
 
Investigates data anomalies detected in production data bases, and initiates applicable corrective measures.
 
Implements disaster recovery plans; responds to major infrastructure incidents as a member of the Incident Response Team.
 
Assesses business needs, then plans, designs, develops and deploys software programs in a variety of languages (e.g. SQL, cmd, powershell, perl, JCL).
 
Identifies, evaluates and prototypes new data base products, and related tools and languages.
 
Performs capacity planning and develops resource projections for the data base infrastructure.
 
WORKING CONDITIONS
Air-conditioned office, some travel required, sometimes in adverse weather. May be necessary to work long hours and be on standby. This position may at times require overtime at short notice. Essential job duties must be performed with or without reasonable accommodations.
