GENERAL INFORMATION
The Oregon Public Employees Retirement System (PERS) is seeking a Operations & Policy Analyst 3. This is a full-time, permanent position. If selected for the position, you must provide documentation of your eligibility to work in the United States. MINIMUM QUALIFICATIONS
A Bachelor’s Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, or Political Science; and four years professional-level evaluative, analytical and planning work related to tax or legal research.
OR;
Any combination of experience and education equivalent to seven years of experience. To receive credit for required courses, you must submit a photocopy of transcripts.

PURPOSE
Serve as agency expert in tax reporting and plan qualification issues. Responsible for identifying Internal Revenue Service (IRS) and Oregon Dept. of Revenue (DOR) tax laws and regulations with which PERS must comply. Gives consultative advice on the administrative, policy, programmatic and management aspects of PERS operations as they relate to federal and state tax issues. Analyzes and interprets Federal and State tax laws and regulations. Generates regulatory, policy and procedural requirements that significantly affect PERS plan retirements and financial status.
MAIN DUTIES
Manage research that evaluates agency policy and operations for legal compliance with a principle agency mission of maintaining federal tax qualified status.
Monitors and reviews all substantive legislative, regulatory, and policy decisions to ensure they will support that goal, and researches, formulates, and advocates for changes in laws, rules, or policies that are necessary or sufficient to support that goal.
Research, develop, draft, and analyze state legislative amendments needed to maintain federal tax compliance. Write or revise policy to mitigate operational risk.
Lead policy task forces comprised of agency staff, outside legal counsel, and stakeholders to address legislative and policy changes.
Interpret and explain agency tax policy and rules to staff, legislators, and the public as needed.
Write administrative rules, legislative drafts, policy memos, member communications, and other communications based on changes in applicable statutes or policy direction.
Develop testing program to assure benefit payments are made in compliance with IRC restrictions, including §415 limitations and corresponding payments from the Benefit Equalization Fund (BEF).
Perform annual review of federal and state tax reporting requirements.
Review publications, forms, and letters on tax related issues as requested by agency managers. Assist agency managers on tax related issues as required.
Coordinate with outside legal counsel and Consulting Actuary on emerging tax issues that affect PERS tax qualification and/or operations.
Ensure FICA tax reporting and remittance meet IRS requirements.
Recommend policies for implementation and execution of tax withholding and reporting requirements for all benefits distributed by the retirement program to both members and beneficiaries.
