GENERAL INFORMATION
The Oregon Public Employees Retirement System (PERS) is seeking Retirement Counselor 2’s. Positions are either full-time permanent or full-time limited duration (not scheduled to last longer than 17 months). These positions are represented by the Service Employees International Union (SEIU)/Oregon Public Employees Union (OPEU). Due to budgetary shortfalls, persons appointed to these positions will be required to take unpaid furlough days between September 1, 2009 and June 30, 2011.
This recruitment will be used to establish a list of qualified people, which may be used to fill both permanent and limited duration vacancies as they occur in various sections of the Agency.

TO QUALIFY

MINIMUM QUALIFICATIONS
Two years of experience researching or reconciling accounts and explaining rules, programs or procedures; OR
One year of experience researching or reconciling accounts and explaining rules, programs, or procedures and 12 quarter (8 semester) college level credit hours in accounting, finance or business administration; OR
Two years of calculating payment amounts and explaining rules, programs, or procedures; OR
One year of calculating payment amounts and explaining rules, programs, or procedures and
12 quarter (8 semester) college level credit hours in accounting, finance or business administration.
To receive credit for required courses, you must submit a photocopy of transcripts.

PURPOSE
Coordinate division activities, provide desk level training, assess workload needs for agency programs and perform complex and technical assignments and calculations. Research member/employer information. Reconcile employer and member accounts. Coordinate team activities and work assignments and perform quality assurance reviews.
MAIN DUTIES
Coordinate the calculation of benefit estimates.
Develop and maintain quality assurance programs and provide regular statistics on findings to management and staff.
Validate eligibility for benefits and ensure all peripheral options or benefits have been accounted for.
Reconcile individual member accounts ensuring all financial data has been correctly reported.
Reconcile employer and employee contributions for accurate reporting and reconcile individual member accounts.
Determines actions to correct member records.
Reconciles computer entries for accuracy and in adherence with agency requirements.
Answers all questions regarding PERS’ laws, rules, and benefits. Explain options, eligibility, procedures and deadlines to facilitate benefit payments.
Facilitate weekly program meetings and maintain weekly statistical reports of activities.
Update written procedures, forms, and communications as needed.
Provide informational presentations or training to other agency staff.
WORKING CONDITIONS
Ability to multi-task and explain complex concepts in a simplified manner to members and the public. Use of a PC; 10 key calculator, microfilm reader-printer; and photocopier. Occasionally necessary to deal with irate members or employers on the phone or in person. Work subject to interruptions. Essential job duties must be performed with or without reasonable accommodations.
