About Us
The Oregon Public Employees Retirement System (PERS) Procurement Office (PPO) conducts all purchases of goods and services for the agency.
How to Do Business with PERS
PERS contracting and procurement processes are subject to the rules and regulations of the Oregon Public Procurement Code in Oregon Revised Statute (ORS) 279. Contracts are established through a variety of solicitation methods, including Invitation to Bid (ITB), Request for Proposal (RFP), and Request for Quotes (RFQ).
Vendors wishing to speak with a PERS buyer should contact the buyer directly or the purchase assistant at 503-605-7573 to make an appointment.
Contracting Options
The Oregon Department of General Services (DAS) State Purchasing Office (SPO) grants PERS purchasing authority based upon the monetary value of the resultant contract. Solicitations valued at more than $5,000 are publicly advertised in The Daily Journal of Commerce and SPO’s ORPIN. A summary of that authority includes:
$4,999 or Less
PERS has discretion to purchase and/or contract without obtaining competitive quotes for these purchases.
$5,000 to $149,999
PERS departments may purchase and/or contract within these thresholds by obtaining at least a minimum of three competitive quotes for these procurements. Notification to the Oregon Minority, Women, and Emerging Small Business (OMWESB) is also required.
More than $150,000
The Oregon Public Procurement Code requires formal competition for all contracts over $150,000. All solicitations are advertised on the ORPIN system and at least once in a trade journal or newspaper of statewide circulation. We generally advertise in the Daily Journal of Commerce. Notification to the Oregon Minority, Women, and Emerging Small Business (OMWESB) is also required.
