HB 2434 Worker's Compensation
Requires employer to continue making PERS contributions while member is on Worker's Compensation.
 
Considered by the House Business, Labor and Consumer Affairs Committee, the bill never moved out of committee.
HB 2436 Health Savings Account
Expands definition of salary to include amounts contributed by the employee to a Health Savings Account.
 
Considered by the House Business, Labor and Consumer Affairs Committee, this bill was opposed by labor as it did not include "employer" contributions to Health Savings Accounts, and the bill never moved out of committee.
HB 2572 Benefits Paid To Felons
Directs PERS to calculate only member contributions in a benefit to be paid to a member convicted of certain felonies.
 
Considered by the House Business, Labor and Consumer Affairs Committee, this bill was opposed by labor as it applied only to public employees, and the bill never moved out of committee. (See HB 3471)
HB 2615 OHSU Academics
Provides that rules for accrual of retirement credit by school employees under OPSRP apply to OHSU academic employees as well.
 
Considered by the House Business, Labor and Consumer Affairs Committee, this concept was passed as part of another bill. This bill never moved out of committee. (See HB 2189)
HB 2641 Benefits Paid To Felons
Makes employer portion of pension subject to execution if member is convicted of felony.
 
Considered by the House Business, Labor and Consumer Affairs Committee, this bill was opposed by labor as it applied only to public employees, and the bill never moved out of committee. (See HB 3471)
HB 2735 Reemployed Retirees
Limits state agencies to reemploying PERS retirees only if 45 day good faith effort has been made to find a non-retired individual.

HB 2925 P&F Status
Adds Oregon Military Department "force protection patrol leaders," OHSU campus security, and juvenile  case workers to list of positions classified as police and firefighters.

HB 3041 P&F Benefits
Creates "full cost" purchase option for P&F service in another state.

HB 3410 Deferred Compensation
Allows rollover of deferred compensation dollars to PERS to pay for retirement credit.

HB 3471 Benefits Paid To Felons
Directs courts to impose minimum fine for felonies. Makes portion of retirement benefit subject to execution.
 
A compromise bill that impacted both public and private employees, this bill was also opposed by labor as it did not impact private sector felons as sweepingly as it did public sector felons. Passed the House on a vote of 46-13, referred to the Senate Rules Committee. This bill was never considered by Senate Rules.
SB 105 Break In Service
Directs that leave due to disability, or if approved by employer, does not incur a "break in service."
 
Portions of this bill were passed as part of HB 2189. Considered by the Senate Rules Committee, this bill did not move out of committee.
SB 110A Designation Of Beneficiary
Directs that a withdrawal cancels a Designation of Beneficiary.
 
Passed by both House and Senate; at the request of PERS staff the House refused to concur with a minor technical fix made to the bill by Legislative Counsel while on the Senate side. That was to provide a vehicle to move other PERS language forward if needed. Ultimately this bill's language was passed as part of HB 3262. SB 110A had a conference committee appointed, but that committee never met to consider this bill.
SB 111A The PERS Plan
Clarifies that PERS is a single retirement plan with multiple component programs.
 
Easily passing the Senate on a vote of 58-0, this bill became a political football as lobbyists managed to attach a provision that would increase judge member benefits. The House refused to support that movement, and ultimately this bill's language was passed as part of HB 3262. Passed out once by the House Business, Labor and Consumer Affairs committee, this bill was rereferred to that committee, and never came out of committee prior to conclusion of the session.
SB 188 Break In Service
Directs that seasonal employment does not incur a "break in service."
 
This bill's language was passed as part of HB 2189. Considered by the Senate Rules Committee, this bill did not move out of committee.
SB 271 Judge Members
Increases judge member benefits.
 
Referred to the Senate Rules Committee, this bill never received a hearing. Instead the sponsors added this bill's language to SB 111, effectively killing that bill. They also tried to add this bill's language to HB 3262, but were turned back.
SB 497 HB 3349 Benefit Adjustment
Prohibits payment of HB 3349 benefit adjustment to retirees not paying Oregon State Income Tax.
 
Referred to the Senate Rules Committee, this bill was never considered by the committee.
SB 499A 9-1-1 Operators
Allows 9-1-1 operators to retire on a reduced benefit after 20 years of service.
 
Originally drafted to provide P&F classification to 9-1-1 operators, this bill was altered to instead provide an early retirement option. Passed by the Senate on a vote of 23-5, this bill was referred to the House State and Federal Affairs Committee. This bill was never considered by the House committee.
SB 506 P&F Status
Adds dog control officers to list of positions classified as police and firefighters.
 
Referred to the Senate Rules Committee, this bill was never considered by the committee.
SB 508 Reemployed Retirees
Removes limit on number of hours retired member may work if employed by a school district.
 
Referred to the Senate Rules Committee, this bill was never considered by the committee.
SB 766 School Administrator Optional Plan
Allows school districts administrators to choose an optional retirement plan in lieu of PERS.
 
Passed out of the Senate on a vote of 19-8, this bill was referred to the House Education Committee, but was never considered by the committee.
SB 767 Oregon School Board Association
Prohibits new employees of OSBA from becoming PERS members.
 
Referred to the Senate Rules Committee, this bill was never considered by the committee.
SB 874 Retiree Organizations
Requires PERS to allow retiree organizations to collect dues by means of PERS retirement benefit deductions.
 
Referred to the Senate Rules Committee, this bill was never considered by the committee.
SB 893 Reemployed Retirees
Removes limit on number of hours retired member may work if employed by a school district teaching technology.
 
Referred to the Senate Rules Committee, this bill was never considered by the committee.

SB 1020 Reemployed Retiree
Allows OPSRP retiree who is also drawing an ORS 238 pension to be reemployed as a retiree for the same number of hours allowed under ORS 238.

SB 1021 Community College Academics
Requires PERS credit community college academics with hours of service based on credit hours taught.
 
Considered by the Senate Rules Committee, the bill never moved out of committee. This issue was resolved in HB 2189.
SB 1022 Death Benefits
Requires OPSRP death benefit be paid to beneficiary at time of death. Requires an employer match of the member IAP account. Provides pension options for OPSRP members.

SB 1024 Salary Definitions
Modifies "final average salary" definition. Allows for geographic variation of overtime. Directs that Tiers ½ member's IAP contributions use ORS 238 salary definition.
