The non-profit group Energy Trust of Oregon funnels an estimated $50 million to customer of Portland General Electric, PacifiCorp and Northwest Natural Gas annually for conservation and development of renewable energy. The money comes from a three percent public purposes charge levied on the bills of all customers.
