(RSPF Specialist)

The Oregon Public Utility Commission (PUC) currently has one full-time position vacancy in the Central Services Division Residential Service Protection Fund (RSPF) Section located in Salem.

DUTIES AND RESPONSIBILITIES
 
The person in this position supports the mission by providing technical and clerical assistance regarding the three RSPF programs by providing inbound and outbound telephone support and analyzing and reviewing customer applications to determine if the recipient meets eligibility requirements for OTAP. Major duties include:
 
Provides inbound and outbound phone support and information for the Oregon Telephone Assistance Program (OTAP).
 
Obtains and provides information to callers and visitors about OTAP and Link-Up America. 
 
Responds to public inquiries, explains Oregon Administrative Rules, Oregon Revised Statutes, eligibility criteria, the application and program processes, policies, and procedures as well as available benefits.
 
Uses the Language Line to obtain translation services as needed to assist non-English speaking customers in their native language.
 
Uses the computer terminal and computer software programs to create and update customer records or to review eligibility information.
 
WORKING CONDITIONS
 
This position interacts with varying degrees of emotional customers (example: hostility, anger, frustration).  Work is performed in a standard office environment with regular use of a personal computer, and requires meeting strict deadlines while working in an area of activity and interruptions.  Regular customer contact in person, by telephone, and TTY.  Consistent exposure to the public explaining federal and state laws, and RSPF policies and procedures.   Occasional travel may be required to attend training or meetings.  The employee may be expected to drive on state business and must have a valid driver's license and maintain an acceptable driving record.  May lift and carry up to 25 lbs. regularly, with occasional lifting/carrying up to 50 lbs. 
 
TO QUALIFY

Two years of experience in customer service. One year of which must have included explanation of rules, regulations, and policies and responsibility for dealing with unique or unusual situations.
 
In your PD100, you must clearly describe your experience showing how you meet these minimum qualifications.  If your description of duties in the “Work History” section is insufficient to determine if you meet the qualifications for the job, your application may not be accepted.  Example: describe what you did in the performance of these tasks.  The PD100 is used specifically to determine if you meet the minimum qualifications of the position for which you are applying.  Be sure to complete all parts of the PD100.  All sections should be filled in.

BACKGROUND INFORMATION
 
The Central Services Division provides administrative support for the Commission and delivers program services.  The Division has four programs of business/fiscal services, centrally delivered administrative support, the Residential Services Protection Fund (RSPF) program, and Consumer Services. 
 
The Residential Service Protection Fund (RSPF) program consists of 6.5 positions.  The Oregon Telephone Assistance Program (OTAP)/Link-Up America Program provides qualified low-income telephone customers throughout the state with local service at a reduced rate and assists low-income households to obtain and retain local telephone service.  The Telecommunication Devices Access Program (TDAP) exists to assist the state’s deaf, hearing, speech, vision and mobility impaired citizens to receive telecommunication services at no additional cost through the use of specialized equipment and the Oregon Telecommunications Relay Service (OTRS) which provides full telephone accessibility to people who are deaf, hard of hearing, vision or speech impaired.
