Getting a Certificate of Authority
Oregon law requires that all Telecommunications Service Providers register with the Public Utility Commission (PUC) and correct the registration information whenever changes occur in the company. Statutes and rules related to applying for a Competitive Provider certificate are: ORS 759.020, ORS 759.050, and OAR Chapter 860 Division 032. Additional information is available on the Telecommunications " Need Help?" page.

How to File
The Commission requires that Competitive Provider applications, and documents related to those applications, be filed electronically. You must also mail or deliver one signed original for retention purposes. The application is officially filed upon receipt of the signed original. The signed original must be an EXACT copy of the electronic document(s). The PUC prefers that you wait for your confirmation email which will include a PDF copy of your application, and use a printed version of this document as the original.
The PUC Electronic Filing (eFiling) web process was designed to simplify the electronic filing process. To use the eFiling pages, you must have an eFiling account with the PUC. If you do not have one, please use the above contact information to request an account.

The Commission periodically makes revisions to the CP application forms. To ensure that your application is handled in an expeditious manner, please use only the most recently published forms (see sample application links, above). Your application will be declined if you use an out-of-date or non-approved application form. |
