ii  "Gross revenue" means total revenues accrued (billed) before bad debts, nonpayment of accounts receivable, and uncollectibles. See Oregon Administrative Rule (OAR) 860-032-0080.
 
iii  Intrastate telecommunications services (including exchange access arrangements, features, directory assistance, operator services, and interexchange services) provided by a local exchange carrier (LEC) or interexchange carrier (IXC) to a nonparticipating radio common carrier (RCC) in the OUSF are considered retail telecommunications services and, therefore, are subject to the OUSF surcharge. Nonparticipating RCC retail services are not subject to the OUSF surcharge.
 
Exception: If an RCC elects to participate in the OUSF program (i.e., elects to become eligible to receive OUSF support), then the intrastate services provided by the LEC or IXC to an eligible RCC are considered wholesale telecommunications, and thus are not subject to the OUSF surcharge. However, an eligible RCCs retail services are now subject to the OUSF surcharge. See Oregon Revised Statute (ORS) 759.425(7). As of this update, there are no participating RCCs in Oregon.
 
Note: Wireless service provided by a LEC on an incidental basis or as a substitute for regulated wireline service is subject to OUSF surcharge under the exception above.
 
iv  "Final Customer" means an end user or retail customer. Under ORS 756.310, the term includes enhanced service providers, Internet service providers, information service providers, and payphone providers.
 
v  When amounts, including taxes and surcharges, are collected on behalf of another telecommunications provider, the collector is acting as an agent. The collections, which are forwarded to another party, are not the agent's revenues for purposes of the PUC fee and OUS surcharge.
 
vi  Network access revenues are "derived from the provision of exchange access services to an interexchange carrier . . . beyond the exchange carrier's network" (Code of Federal Regulations, Section 32.4999(i)(1)). Access charges paid by the respondent to another carrier are expenses and are not deductible.
 
vii  Prepaid calling card revenues should be reported on OUS 2 worksheet line 17 or 18.
