Oregon is rapidly advancing the planning and infrastructure improvements to insure statewide public safety communications networks are available across the state. More than ever, Oregon’s public safety agencies and emergency first responders need to partner to develop a system that meets our communication needs and that is affordable and efficient.
Based on an approach of tying together existing communications systems, the “system-of-systems” design of this communication network will require a common understanding by all public safety radio users in the state and by the elected leaders that are responsible for policy and the allocation of finances.
With the Oregon Legislature’s passage of House Bill 2101, requiring both an SIEC Interoperable Communications Plan within six years and an Oregon Emergency Management
State Infrastructure Replacement Plan by January 2007, this conference is an essential step toward our common understanding of the issues that public safety must address to insure the Oregon Wireless Interoperability Network – OWIN -- is a success for all of us.
The Oregon Interoperability Summit will be a hands-on opportunity to enlarge the framework for a public safety partnership that can achieve the goal of interoperability throughout the state. This is an opportunity to help understand and discuss contemporary issues of policy, planning, and financing the communications network. The conference features:
- The provisions of Oregon House Bill 2101 (Interoperability Planning and Infrastructure Replacement)
- The Oregon Wireless Interoperability Network (OWIN) system design
- The interface of OWIN with local public safety systems
- The relationship with Urban Area Security Initiative activities (UASI); and,
- Interoperability policy, planning, and financing.
