On behalf of the SIEC, Tualatin Valley Fire and Rescue contracted with the firm Sparling to conduct a public safety radio systems survey. The survey process was completed between the Fall of 2004 to the end of the year and resulted in Sparling´s creation and delivery of a report entitled, Public Safety Communications Interoperability: Inventory and Analysis for the State of Oregon (pdf).
The survey process involved the use of three survey instruments (posted below):
